Abstract

This article is devoted to the study of the dialectical relationship between the research of innovative processes in the field of public administration and the evolution of its theoretical foundations. The purpose of the study is to analyze how the study of new practices and solutions in the public sector contributes to the rethinking and enrichment of the existing theory of public administration, as well as the formation of new conceptual approaches. The paper examines various types of innovations in public administration, the methodologies of their research and the mechanisms of their influence on theoretical thought. The key areas of innovation (digital transformation, new forms of collaboration, and the use of data) that most actively shape the theoretical research agenda are analyzed. The results obtained indicate that innovations in the practice of public administration act as a powerful incentive for the development of theory, forcing the adaptation of existing models and the development of new explanatory concepts to describe and analyze the increasingly complex processes of public administration. The practical significance of the study is to substantiate the need for continuous monitoring and scientific analysis of innovation activities in the public sector in order to respond to the challenges of the time in a timely manner and improve management efficiency. The scientific novelty of the work consists in systematization and in-depth analysis of the impact of specific areas of innovative research on the transformation of various theoretical schools and concepts in public administration, as well as in identifying areas where theoretical research lags behind the dynamics of practical changes.
