Particular attention is paid to how the ability of the economy to adapt to these risks can not only ensure its stability, but also become a source of economic growth. Adaptation is considered as not just protection against external threats, but also as a process that opens up new opportunities for development through innovation, digitalization and strengthening of human capital.
