Abstract

During growing global instability and technological competition context, ensuring economic security in the scientific and technical sphere requires transitioning from fragmented measures to an integrated methodological system. The article substantiates specialized methodology pivotal role as the foundation for managing scientific and technological security, capable of unifying diagnostics, strategic planning, and operational response into a coherent management mechanism. Holistic methodology conceptual framework is shown through challenges in the scientific-technological domain. The proposed three-tier methodological framework integrates diagnostic, strategic, and operational levels, providing a comprehensive approach to addressing scientific and technological development challenges. The diagnostic level focuses on assessing current scientific and technical capabilities, identifying vulnerabilities and external threats using modern analytical methods. The strategic level establishes long-term priorities through scenario modeling and risk assessment, including critical technology protection. The operational level implements specific measures through flexible management mechanisms, ensuring system adaptability to rapidly changing conditions. A crucial integrative element of the proposed methodology is ensuring effective cross-level coordination through feedback mechanisms, digital monitoring platforms, and quantitative metrics, enabling prompt response to emerging challenges. The methodology is positioned as strategic action infrastructure component, a bridge between uncertainty and evidence-based decision-making. Such methodological architecture institutionalization appears promising for addressing national economic objectives, such as technological sovereignty achievement and long-term competitiveness strategies development. The proposed integrative processes warrant establishing specialized analytical centers to coordinate interactions between academia, business, and government, along with updating mechanisms for critical technologies access, including regulatory and legal frameworks. In summary, the study contributes to developing contemporary approaches for translating theoretical concepts into practical methodological tools for ensuring economic security in the nation’s scientific-technological sphere.
