Abstract
The article examines the specifics of the formation and development of partnership networks in the congress and exhibition industry, especially in the context of economic and political instability. The key participants of such networks – commercial organizations, government agencies, and non-profit organizations (NPOs) – are analyzed, as well as their goals and interaction strategies. Various formats of cooperation, from formal agreements to informal alliances, and the role of digital technologies in strengthening network interaction are considered. Particular attention is paid to the challenges faced by the industry, such as limitations of international cooperation, changes in the behavior of participants, the need for innovation and resilience to external shocks. Examples of successful cases demonstrating the effectiveness of intersectoral cooperation in a crisis are given. Strategic approaches to the formation and development of sustainable partnership networks are proposed, including diversification of connections, the introduction of transparency standards, and joint risk management. The important role of the state and NPOs in creating a favorable institutional environment and promoting industry standards is determined.
