Abstract

Goal. To develop a model of an organizational and economic mechanism for supporting SMEs in the North, including innovative tools for stimulating entrepreneurial activity adapted to the specifics of the northern territories.
Tasks.
1. Theoretical analysis of research on the development and support of small and medium-sized enterprises.
2. Identification of mechanisms for the integration of small business entities into the structure of the economy.
3. Creation of an innovative approach to supporting small and medium-sized businesses in the northern regions: an adapted economic model taking into account territorial features and new mechanisms for stimulating entrepreneurial initiatives.
4. Providing the author’s conclusions.
Methodology. The article uses methods of analysis, synthesis, generalization of comparison, as well as methods of comprehensive assessment of the effectiveness of government and SME support, adapted to the specifics of the northern territories, methods of economic and statistical analysis and expert assessments.
Results. The article analyzes the existing barriers and problems faced by small and medium-sized businesses, including high energy costs, logistics difficulties and a shortage of qualified personnel. Based on this analysis, a comprehensive model of the organizational and economic mechanism is proposed, integrating support at the federal, regional and municipal levels. The toolkit for analyzing the effectiveness of assistance to small and medium-sized businesses was created taking into account the specifics of the northern territories.
Conclusions. The presented model combines various components of innovative development of small and medium-sized enterprises. Flexibility of application, adaptability to the conditions of northern entrepreneurship and adaptation to local governance are the key advantages of this assessment methodology.
