Abstract
The emergence of the administrative state has led to a further expansion of administrative power, as a result of which the administration of benefits and social security has become the most important characteristics of modern administration. Administrative law cannot do without the guidance of the Constitution in controlling the administrative authority and ensuring the administration of payments to the public. The Constitution is the basis of administrative law, and administrative law is also the main way to implement the constitution. This is the main relationship between them.
