Abstract
The article discusses multilevel classifications of influencing factors (national, regional, and local levels), with an emphasis on legal infrastructure as a key element of ensuring stability and investment attractiveness. Special attention is paid to the situation in the Donetsk People’s Republic, where military operations, destroyed infrastructure and limited access to mortgages significantly complicate the development of the market. Based on the systematization and quantification of factors, a graphical model is proposed that reflects the hierarchy and interrelation of determinants that determine the effective functioning of the real estate sector in conditions of instability.
