Abstract

The aim of the article is to develop recommendations for improving the conceptual framework and mechanisms of innovative development in Russia and in the SCO space. Basic research methods are based on three types of scientific rationality (classic, non-classic, post-non-classic). We used the activity, subject-activity and subject-oriented approaches, which made it possible to identify models of innovative development corresponding to various types of scientific rationality. Based on the basic models of innovative development, an assessment of individual strategic documents and projects that determine the current state and prospects of innovative development of Russia and the SCO space has been carried out. A generalized assessment of the considered approaches can be formulated as the dominant orientation to “market innovation development”, to the commercialization of innovations with the broad participation of international companies, the final products of which will mainly be innovations. And the degrading Russian economy is not ready for their development. As evidenced by the collapse of the aircraft industry, the automotive industry and many other sectors of the economy. The main reason, in our opinion, is associated with the strong influence of neoliberal ideology on the formation of innovative development strategies, despite the lack of support for this ideology from most of Russian society. The institutes of general designers, modernized taking into account modern scientific developments and Russian realities, could become promising mechanisms for the country's innovative upsurge, which at one time ensured the country's leading world positions in a number of areas for developing high-tech products. In the SCO space, the urgent problem is the creation, along with engineering centers, of strategic centers for innovative development using the technologies of institutes of general designers.
