Abstract
The article discusses the results of measuring and changing qualitative indicators of the innovative development of the Russian economy in comparison with the leading countries for the post-crisis period. Adequate measurements are needed to identify significant factors in the development of the economic system and determine ways to intensify positive influences in the context of global dynamics. A number of Russian phenomena related to the violation of the principles of systematic measures to improve the input conditions for innovations are shown. As a result, efforts in certain areas did not lead to a reduction in the lag in scientific and technological terms as a whole. The formulated conclusions and suggestions regarding ways to measure the qualitative features of the movement of the economic system will contribute to the correct selection and validity of the regulatory actions of the regulator.
