Abstract
The successful implementation of the principles of digitalization of the regional economy is associated with the use of intelligent methods for obtaining and processing data. The article proposes a new approach to the system modeling of innovation in the face of uncertainty of information, as well as the definition of indicators of innovative development in digitalization. The approach is based on the methodology and practical use of Bayesian intelligent technologies (BIT). An important component of BIT are Bayesian Intelligent Measurements (BII), since measurement is an integral part of all digitalization processes. In this paper, equations are given, a conceptual model of the region’s innovative system is proposed, taking into account, in addition to directly innovative indicators, environmental factors. The conceptual models of factors that impede and promote the development of innovative regional activities are proposed.
