Abstract

The objective of the research is the management efficiency assessment of the regional economy in the Central Federal District of the Russian Federation, including Tula region using the authors’ approach. The approach includes formation of the integrated indicator of the assessment of the state and of the functioning of complex systems due to the convolution of data. The standards for each region are formed on the basis of creation of linear regression models. The management efficiency is defined as the relation of change of an integrated indicator to the change of factors of a state and the impact in the considered period. The information base of a research is the statistical data of the regions of the Central Federal District in the period 2007-2018. As indicators of assessment harmonic coefficient was chosen, it characterizes the balanced and sustainable development of the region, integrated indicator (generalized performance indicator) which includes the volume of a gross domestic product by region by the types of economic activities, and partial performance indicator (the Section C. Manufacturing, NACE 2) as its share of a gross domestic product by region of Tula region makes 39,9%. Management efficiency assessment with the use of these indicators is carried out. It is shown that consolidated budget expenditures of regions and its components grow quicker, than the generalized and private indicators of effectiveness characterizing their functioning. The conclusion is drawn that in some regions of Central Federal District the process of management of the balanced development is inefficient. It can be the basis for a change in the budgetary policy regarding financial support of the regions from the federal budget of the Russian Federation
