Abstract
The problem of labour formalization in Russia is highly relevant
at the moment against the background of the development of
digital technologies that determine new transformations of the
Russian labour market. The COVID19
pandemic accelerated the
process of the working population "movement" to digital working
space, emphasizing the need for legislative definition of new
forms of employment, primarily to ensure social protection of
the population. Due to the lack of legal regulation of most new
forms of employment, many citizens find themselves being informally
employed, which entails risks associated with precarization
of labour. On the other hand, digital technologies have
created conditions for new opportunities of labour formalization
that led to implementation of the new electronic labour formalization
practices in Russia.
The present study aims to identify the most successful electronic
practices of labour formalization in Russia. This article is the
first attempt to quantify the effect of electronic labour formalization
practices on informal employment and/or the level of labour
formalization in Russia. In this regard the authors use correlation
analysis (decomposed into trend and seasonality) based
on quarterly data for 2013-2022.
The results of the study showed that according to the number of
statistically significant impacts, the most successful electronic
practices of labour formalization in Russia are: the possibility of
registering as selfemployed;
and registration as unemployed via
online application.
