Abstract
The article analyzes the situation in the process of building a circular economy, identifies and substantiates the need to introduce a circular model into the economy, taking into account the socio-economic situation of the country, the level of state participation in the circular economy, the existing world experience, technologies and resources. The author’s vision of instruments for implementing a circular economy focused on investment growth and development of a resource-efficient and competitive economy of our country is proposed. characteristic features of the circular activity and the tasks facing society, the integration of this process with energy efficiency, forecast scenarios for the development of energy efficiency of the Russian Federation, taking into account the implementation of state support and regulation measures in the areas of energy conservation and energy efficiency. A set of measures is required for the implementation of measures to successfully build a circular economy in Russia using modern digital programs of technological innovations and technological processes, a high potential for hydro generation, the state’s readiness to support innovative and significant technological developments and innovations, the development of innovative technologies for processing raw materials, and the introduction of an effective waste management system in order to ensure global competitive advantage and preserve the state’s natural balance.
