Abstract
The issue of assessing the effectiveness and efficiency of the state and municipal order system is currently unresolved. Only when a model for determining the effectiveness will be developed and tested in practice, consisting of a multi-criteria set of indicators that will provide an objective assessment of the functioning of the system of state (municipal) procurements, taking into account industry specifics, while each customer will have the resource and reserves to work to increase real efficiency their procurement, the effectiveness and efficiency of public procurement will become more real.
