Abstract

The article discusses the innovative activities of the leading countries of the world that have the highest knowledge-intensive potential and determine the main points of growth of scientific and technological progress. The strengths and weaknesses of the innovation management mechanism are presented, the problems that arise when assessing the impact of large-scale innovations, the directions of the innovation policies of the countries studied, the relationship between firm innovations and labor productivity indicators. The importance of developing government programs aimed at the development of science, technology and the implementation of projects with scientific potential and national importance was noted. In the study of world experience, the key role of the state in supporting R&D and the availability of effective financing instruments were revealed. The factors that have a negative impact on the effectiveness of the costs of scientific activity are given. As a result of the generalization of foreign experience, the author presents the development of domestic innovation policy aimed at finding new forms of international, foreign economic and scientific-technological cooperation.
