Abstract

The digital transformation of public administration, the widespread use of information technologies has a comprehensive impact on all spheres of society, expands the possibility of using digital financial assets, generates the need to form new competencies, improve and update existing systems, including the monetary system. As a result, the Bank of Russia puts forward a proposal on the prospect of creating a new additional form of the national currency of the Russian Federation - the digital ruble, which, according to the Deputy Chairman of the Central Bank of the Russian Federation, Olga Skorobogatova, can become a new and convenient additional means of payment for both buyers and sellers, including for remote regions of Russia where access to financial infrastructure is limited. In connection with the prospect of its introduction, a number of questions arise about the essence of the digital ruble, its practical necessity and significance, including for the policy of the Central Bank to ensure pricing and financial policy.
