Abstract
The experience of foreign countries proves the interconnection between the systems of training a personnel reserve in the state civil service and the never-ending process of training state and municipal employees, which largely determines their career growth in the future. This testifies to the possibility of adaptation and some elements of the German training and retraining system, which is one of the most effective in Europe today.
