Energy of the city of Moscow: problems and development prospects

Abstract

An analysis of the activities of energy retail organizations in Moscow revealed significant violations in the performance of payment obligations to grid organizations. In this regard, grid organizations cannot ensure the implementation of investment programs for the modernization of electric grid facilities. To resolve these problems, directions for the development of the energy sector of the capital region were identified: improvement of the regulatory legal framework; creation of legal conditions for the modernization of the fuel and energy complex; legal support of energy security; provision of legal conditions for the transition to new energy.
