Countering the financing of terrorism as a threat to the national security of the Russian Federation: features of the Rosfinmonitoring activity

Abstract

This scientific article reveals the essence of the activities of the Federal Financial Monitoring Service aimed at countering the financing of terrorism. The work contains an introduction, two chapters and a conclusion. In the introduction, the author describes the urgency of the problem of ensuring national security due to the commission of terrorist financing using examples from judicial practice and high-profile terrorist acts committed in Russia in 2023. In the main part, the author describes the main activities to counter the sponsorship of terrorism carried out by Rosfinmonitoring, and also raises the problem of the lack of effective mechanisms to counter new threats. The author describes in detail the activities of Rosfinmonitoring, analyzes the Report on the national risk assessment. In addition, the author suggests ways to solve the problems encountered by law enforcement agencies in identifying and investigating the financing of terrorism committed using digital currency. In conclusion, the author presents an assessment of the effectiveness of Rosfinmonitoring based on the analysis, as well as formulated proposals for improving activities aimed at countering the sponsorship of terrorism.
