Abstract
On October 19, 2023, a meeting of the Presidential Council for the Development of Physical Culture and Sports was held in the city of Perm. The President of Russia supported the idea of declaring the next 2024 the year of sports. It is planned to issue a corresponding decree that will consolidate the main events of this year (for example, the parade of athletes on Red Square, the sports grounds of the World Youth Festival - 2024 or the holding of the All-Russian GTO (Ready for Labor and Defense) Festival). These initiatives require a competent budget justification, because strengthening the promotion of healthy lifestyle ideas will require the opening of new points for receiving GTO standards, and will also expand the functionality of existing points for submitting standards. Questions arise about concluding agreements between institutions, including issues of free use of property, problems arise in inventory and accounting of testing equipment, an analysis of financing mechanisms is necessary (subsidies for other purposes, government procurement of the institution itself, compensatory subsidies from Moskomsport and departmental institutions), there is also the need for the creation and operation of centers working within the framework of the development of mass physical education and sports.
