Abstract
The development of social statehood is the only possible way for a free society, which Russia wants to become, although neither pre–revolutionary nor socialist Russia had experience in the functioning of effective systems in the field of social protection, in particular, the institute of social insurance. It is this institution, which has existed for more than a hundred years in most developed countries, that is an integral characteristic of the welfare state.
