Abstract

This article examines the analysis and assessment of the organizational and economic activities of small business entities in the housing and communal services system of the Southern region of Kyrgyzstan in modern conditions. Housing and communal policy affects the interests of a significant number of subjects of our society: the population, authorities at all levels, commercial and non-profit organizations, which determines the high importance of this area of social policy. With the adoption of new legislative acts of the Kyrgyz Republic in the field of public utilities, an opportunity has opened up for regulating relations between citizens and legal entities based on the principles of private law generally recognized in the world: independence and autonomy of the individual, recognition and protection of private property. At the same time, in the current economic conditions, with the current price dynamics on the one hand, the lack of a modern legal framework and the solvency of the population on the other, the maintenance and operation of the country’s housing stock is becoming more complicated every year, the bulk of the current and major repairs of old houses are not carried out. The housing and communal services sector is an extremely important area of social policy, where many acute unresolved problems are concentrated, requiring urgent solutions. Meanwhile, repeated attempts to reform the public utilities sector, undertaken by the government over the past years, have encountered difficulties and have not brought the expected results.
