Abstract

Objective. The article discusses the need for the transition in Russia to the digital economy, which requires not only large-scale, but also holistic plans of action, taking into account the characteristics of a specific national socio-economic context. The country's economy as a whole can be digital only as much as the digital economy of the constituent entities of the Russian Federation.
Materials and methods. Based on statistical materials, regulatory documents, the author analyzes the experience of effective regional development - the development of innovative clusters with a high level of investment attractiveness, infrastructural and human potential, integrated into global value chains and providing outstripping growth rates of the national economy. Particular attention is paid to the study of Moscow's experience in the formation of an innovative cluster to support and develop innovative high-tech leadership projects, trends and forecasting the development of integrated education as the basis of the cluster approach for digital transformation of the socio-economic system of Russia.
Result. It is proposed to create joint projects from related industries within the cluster. The most effective form of creating a consortium for the development of an ecosystem of prototyping and commercialization of innovations is the format of joint educational programs based on the "university - enterprise" and "research institute - university - enterprise" model.
Conclusion. The research results can be used to form elements of society and management structure, to strengthen the interaction between government, business, higher education, NGOs, which will provide an institutional and organizational basis for the effective development of territories using the partner and intellectual resources of universities.
