The purpose of the work is to substantiate a possible philosophy of the development of social entrepreneurship in Russia. The article highlights the essence and features of social entrepreneurship; the characteristics of the mission, regulation system and practice of foreign and Russian social enterprises are given.
Materials and methods. During the study, the following scientific methods were used: induction, review of scientific literature and legislation, generalization, generalization, systematization, comparative analysis, descriptions, hypothetical.
Result. The features of the philosophy of the development of social enterprises in Russia as business partners of state authorities in solving social problems are revealed. The concept of people's social entrepreneurship is proposed.
Conclusion. In the modern market economy, a subject sensitive to ethics has appeared - social entrepreneurship. The philosophy of its development is based abroad on a global mission to improve the world; Russia has a national mission of solving internal social problems.
