Abstract

Objective. The Russian education system is currently in the process of large-scale reconstruction. The impetus for the reforms was given by the decrees, laws, regulations, target programs and requirements, adopted in recent years, aimed at reforming all education, and its highest level in particular.
Materials and methods. General scientific methods were used in the article: analysis, abstraction, systemic-structural approach, as well as modeling.
Result. The educational management system as an object of scientific research is currently acquiring special relevance. Education is understood as a purposeful process of upbringing and training in the interests of a person, society, and the state, accompanied by the statement that a citizen (student) has achieved educational levels (educational qualifications) established by the state. The right to education is one of the fundamental and inalienable constitutional rights of citizens of the Russian Federation.
Conclusion. Today, online education needs not only to be supported in every possible way, but also to be made massive by embedding it in the structure of the higher education system, and this requires mechanisms for recognizing the results of educational achievements obtained remotely.
