Abstract

Relevance. Dynamic multidirectional development of the economy and society affects the increase in social inequality around the world. This is reflected in the world Bank’s research and confirms the inefficiency of existing mechanisms for solving social problems in the prevailing market economy model. These factors have become the basis for the emergence of new economic practices that aim to form economic and social structures and relationships that are consistent with the principles of a market economy. One of these practices is social entrepreneurship, which has been actively developing in Russia in recent years. The article is devoted to the need for scientific study of issues related to national systems of social entrepreneurship development. The purpose of the research is to form universal methods for evaluating the effectiveness of social enterprises, their place, functions and potential for participation in solving social problems at all levels, and to form a strategy for their development as part of the national socio-economic system. The research objectives are determined by the formation of a vector for the development of social design, analysis of the state of legislative and regulatory support for the development of social entrepreneurship. Research result. The results of research on the market of educational programs and training standards for social entrepreneurs are provided; innovative technologies for promoting educational programs in higher education have been developed, which allows: creating joint educational programs, (grant) training with employers, creating joint infrastructures and advanced platforms for training and passing industrial practices (business incubator, business accelerator, Technopolis, science Park), attracting high – quality teachers – practitioners.
