Abstract

Purpose of work – modeling the process of creating an innovative product for regional markets of the National technology initiative (NTI), developing a methodology for assessing the capabilities of regions in this area. The relevance of the research is determined by the impact of innovation activities in the regions on the competitiveness of economic sectors, labor productivity and employment of employees, and the level of socio- economic development in General. Implementation of the NTI concept is one of the priority state tasks. Materials and methods. Modeling method, statistical data analysis, as well as methods of measurement, comparison and grouping. Result. Based on the proposed model, a methodology has been developed for assessing the region’s capabilities for the development of NTI, which allows to evaluate such parameters as potential innovators, information, technologies, normative support of innovative activities and implementation of NTI projects in the region, support tools and mechanisms promotion of innovation, as well as innovative markets and products. The proposed methodology has been tested in the regions of the Central Federal District of the Russian Federation. As a result a rating of the regions of the Central Federal District was compiled according to the level of opportunities for the development of NTI. Conclusion. Based on the results of the study, it can be concluded that the number of potential innovators can be attributed to the main obstacles to the development of STI in the regions; insufficiently wide and intense media coverage of NTI projects implemented in the region, regional measures to support these projects and innovation in particular, as well as low popularization of research and innovation in regional media; low development of innovation infrastructure, in particular support tools and mechanisms for promoting innovation in most regions.
