Abstract

Purpose of work. The article considers the features of development trends of a small business segment and management difficulties. The significance of the small business segment for the development of the state is described, the key problems that impede the development of the small business segment at the present stage are classified. Particularly noted are the problems of managing a business in the light of recent legislative changes. The problem of effective management in the small business segment requires scientific justification and imple-mentation technologies. Materials and methods: analyzed the pace of development of the small business segment, highlighted the market role of the small retail segment in the Russian economy; The classification of factors of influence on the development of a small business segment is made taking into account new challenges to the economy. During the study, the following methods were used: statistical, structural, analytical, systemic, logical analysis. The re-search was based on state development programs of the Russian Federation implemented in the retail segment, official state statistics, publications on the subject under study, and analytical reports.Results: a circle of key problems that impede the development of a small business segment at the pre‑ sent stage is outlined and recommendations are formulated to increase the share of small retail segment in the Rus-sian economy. The article presents a set of proposals for the creation of favorable conditions for the optimal development of the small business segment in the Russian Federation. Conclusion: requires a comprehensive policy of state support for the development of the small business segment in the Russian Federation.
