Abstract
Relevance. The article deals with problematic issues of creation, formation and development of new production
complexes as new economic phenomena in the Russian economy, which have become in demand in the Russian regions
of our country. This requires scientific research on selected topics and proposals for their resolution of the identified
problems.
The purpose of the research. Identification of structural problems hindering the creation, formation and development
of production complexes in the new economic conditions of development of the Russian economy.
Research objectives. Analysis of scientific approaches to the new concept of production complex in the foreign and
Russian economic doctrine as a new economic phenomenon in the Russian economy; identifying the main economic
prerequisites affecting the creation, formation and development of production complexes in the regions of the country;
identifying the main problems that prevent the creation, formation and development of production complexes in the
regions of the country and offering a variant to solve these problems.
Materials and methods. The study was conducted on the basis of analysis of scientific works of foreign and Russian
scientists, whose works are devoted to revealing of production, scientific and economic regularities of formation of
production complexes, their emergence and development, in this connection, the following methods of research were
used: method of scientific abstraction, comparative analysis, comprehensive analysis, macroanalysis tools, methods of
forecasting, analogy, analysis and synthesis.
Results. As a result of the study the main economic prerequisites affecting the creation, formation and development
of production complexes in the regions of the country were identified; the main problems hindering the creation, formation
and development of production complexes in the regions of the country were identified and options for addressing these
problems were proposed; key conclusions on the subject of the study were made.
