Forms and methods of successful coordination of joint efforts of numerous organizations in clusters, poles of competitiveness in conditions of tough international market competition are the subject of close study of researchers and practitioners of cluster policy, introduced since the 2000s. in developed countries: Spain, Germany, Austria, Japan, USA, France. What is the secret of the success of the cluster policy of modern France? What is the role of each of the leading players in the cluster - who is the coordinator, the link: government organizations? Universities? Research laboratories? Business companies? What unites clusters, poles of competitiveness, technology parks? This collective monograph is devoted to finding answers to these questions, as well as defining a formula for competitive cooperation in territorial scientific and educational clusters. This work is based on a critical analysis of the stages and results of cluster policy in France and Russia, carried out by Russian and foreign experts. The result of the comparative analysis was the identification of the main assessment criteria, effective models and unsuccessful solutions in resolving the problems of competitive cooperation in the processes of interaction between scientific, educational organizations and territories to ensure sustainable territorial development by creating and bringing to the market innovative products, import substitution products, and training in-demand personnel. Cluster approaches are becoming the preferred methods of implementing state policy: regional, industrial, technological policies are consolidated in cluster strategies to increase competitiveness, attractiveness, economic and technological indicators of territories and, as a result, the nation.
