The teaching aid, based on extensive statistical and documentary material, presents theoretical and practical information on the phenomenon of the creation and subsequent evolution of numerous public academies of sciences that rapidly emerged in the Russian Federation at the turn of the 20th–21st centuries. It analyzes the economic, social and political situation in the country, the historical, cultural and institutional prerequisites that contributed to the emergence of fundamentally new public organizations, their subsequent active, multifaceted and innovative activities, and traces their consistent, dynamic and progressive development, formation, transformation and prospects in a historical perspective.

The article examines in detail the set goals, programs, tools for their implementation, and the management technologies used, which allowed a number of new public institutions to take a certain worthy place in civil society and gain authority in the scientific and professional environment. The comprehensively and structurally considered methodologies of the development strategy, the applied adequate organizational methods, techniques, and algorithms for the implementation of statutory goals, and the creative approach to solving pressing problems that meet modern challenges and realities contribute to a better perception of the original educational content presented. The article notes the difficulties in implementing widely advertised goals and plans, the significant shortcomings in the organizational and financial and economic activities of many public formations, which led to their disappearance.

Information about the author of the teaching aid

 Andrey Valentinovich Chernyshev was born on June 26, 1953 in Borovsk, Kaluga Region. Graduated with honors from the Moscow Regional Pedagogical Institute. N.K. Krupskaya (1970 - 1974) with a degree in history and social science teacher. He began his career as a teacher of history and social science at the School of Working Youth No. 85 in Moscow. In 1974, he was drafted into the Soviet Army and served in the GSVG.

In 1975-1977 he worked as a history and social science teacher at School No. 913 in Moscow. In 1977 he was accepted as a candidate member of the CPSU and recommended for full-time Komsomol work. Until 1984 he worked as the head of the propaganda and agitation department, second secretary, first secretary of the Volgograd District Committee of the All-Union Leninist Young Communist League of Moscow. He was repeatedly elected as a delegate to conferences of the district and Moscow city organizations of the All-Union Leninist Young Communist League, a member of the city committee and district committee of the Komsomol, people's deputy of the district council, and a member of the district party committee. Delegate to the 1984th Congress of the Komsomol. In 1990 he was recommended for the post of deputy head of the organizational department, and later was approved as the head of the general department of the Volgograd District Committee of the CPSU of Moscow. For a number of years, he was elected as a member of the party bureau and secretary of the party organization of the apparatus of the district party committee, district Komsomol committee, district committee of people's control and district organization of the "Knowledge" society. In XNUMX, he was elected Deputy Chairman of the Volgograd District Council of People's Deputies of Moscow.

1991-1996 — worked in the structures of the Joint-Stock Financial Corporation "Sistema": business manager, vice-president of the Joint-Stock Company for Scientific and Technical Development "Region", vice-president of the Joint-Stock Financial Corporation "Sistema", president of CJSC Sistema-Invest. 1997 - 2001 - First Vice-President of the State Joint-Stock Company "Moscow" (a company that oversaw the activities of enterprises in the hotel industry and represented the interests of the Moscow Government in this industry). In this position, he was involved in the implementation of the policy of the Moscow Government on the development of the hotel and tourist complex of the city. He was elected Chairman of the Board of Directors of OAO Laundry Factory of Moscow Hotels, Chairman of the Board of Directors and a member of the Board of Directors of hotels: Warsaw, Zarya, Zolotoy Kolos, Cosmos, Ostankino, Rossiya, Sayany , "Central", etc.

2001 – 2003 – Director of the City Training Center for Retraining and Advanced Training of Hotel and Tourism Complex Specialists, the only one in the Russian Federation. The work of the City Training Center employees has received wide recognition not only in Moscow and the Russian Federation, but also abroad.

2003 – 2010 — in accordance with the order of the Moscow Government, he worked as the general director of the educational and training hotel, the only one in the Russian Federation. More than 7 students from specialized universities and colleges in Moscow, the Moscow region, and regions of Russia completed their internships at the hotel, which operated on the principles of self-sufficiency. The hotel team was awarded a number of prestigious Russian and international awards for their contribution to the training of personnel for the national hospitality industry.

2010 - 2014 - First Deputy General Director of OAO Kosmos Hotel Complex, the largest in Russia - 1777 rooms (according to the Russian Book of Records). In agreement with the Committee for Tourism and Hotel Industry of Moscow, from September 2011 to September 2012, while working at OJSC Kosmos Hotel Complex, he headed the graduating department of Hotel Business at the Moscow State Institute of Tourism Industry.
