Аннотация

Against the backdrop of geopolitical rivalry and a power imbalance between the Global North and South, member states of the Shanghai Cooperation Organization (SCO) have long faced inadequate discourse power and insufficient technical/financial support in the distribution of carbon responsibility. Carbon responsibility is not merely about quantifying emissions, but also involves historical emission accumulations, development space, and the cross-border flow of “Embodied Carbon” through global industrial chains. Grounded in the dual theoretical lens of “system resilience” and “ecological justice”, this study examines institutional imbalances in SCO countries’ carbon responsibilities and explores possible solutions. By applying institutional critique and a network governance perspective, the research proposes a “cross-sovereign responsibility chain” model to elucidate the dynamic interactions of carbon responsibility across multiple countries. It then outlines a series of innovative institutional approaches — such as a “Dynamic Consultation Platform”, a “Nested Responsibility Matrix (NRM)”, and an “SCO Clean Energy Community” — withthe aim of constructing a resilient and equitable carbon responsibility framework for SCO member states. These proposals may further serve as references for Global South countries striving to assert their rightful share in a rapidly evolving carbon governance landscape. The main data sources of this study include the IEA, the World Bank, and UN climate reports (2020–2022), filling a gap in the existing literature on multilateral carbon responsibility distribution from a Southern perspective.
