abstract
The article conducts an interdisciplinary study based on the findings of synergetics and the theory of dissipative structures in the socio-economic field in order to identify hidden potentials of a synergetic nature in the face of prolonged economic stagnation and the absence of additional sources of growth. The application of the conclusions of I. Prigogine's theorem on the minimum production of entropy in a fundamentally new socio-economic plane opens up unexpected possibilities for the development of modern management, making it possible to formulate the basic conditions and basic mechanics of synergistic effects in a stationary state, proceeding in the form of spontaneous optimization of vital functions and methods of system formation. The result of the study is the substantiation of the feasibility of the author's “bionic” approach in terms of organizing sustainable socio-economic forms characterized by weak variability in order to obtain competitive advantages over long time intervals.

abstract
Innovative topics are at the peak of scientific interest. Many works are devoted to innovations, in which, however, it is often proved that, in essence, it cannot be called into question. Research value in the field of innovation is only acquired in the case of the ability of the authors to describe the innovative capabilities of a particular national economy, taking into account the existing limitations on available resources; determine the set of basic innovations that a single national economy is able to master; establish the optimal launch period for innovative processes when the economic system is most susceptible to qualitative changes. The presented article is devoted to the study of innovation, its dependence on the long-term dynamics of economic development, the role of the state in the innovation process. The article contains recommendations on synchronizing the economic policy of the government with the stages of Kondratiev’s cycles in the period 2010–2060.

FORMING A SINGLE MARKET OF SERVICES IN THE EAEU: OPPORTUNITIES AND LIMITATIONS

abstract
The article discusses the main stages of the formation of a single market for services within the framework of the Eurasian Economic Union (EAEU). It analyzes the legal basis for regulating the EAEU services sector, the dynamics of changes in the volume of trade in services between EAEU members, identifies problems in the development of trade in services between members of the association. The complexity of forming a single service market is due to the fact that over the years of independence, the EAEU states have created their own national legislation with many features and requirements for service markets. The situation is complicated by the fact that countries pursued their own, uncoordinated policy on accession to the WTO. As a result, the sectoral coverage of obligations, their depth vary by country. An effective resolution of such problems involves a gradual proportional reduction of the national exemptions of the member states. Foreign trade interaction of the EAEU countries in trade in services remains relatively low. The countries have prepared a draft Regulation on the regulation of trade in services, institutions and activities, which will allow structuring the licensing permit and notification system, making it more transparent and understandable, and reducing the administrative and financial burden from the competent authorities and business of the Union countries. It is expected that the application of the Rules in practice will affect the reduction in the cost of services and goods for the population of the EAEU member countries. The authors conclude that over the past few years, the EAEU member countries have made an unprecedented and ambitious way forward in creating a single market in the field of regulation. At the same time, much remains to be done regarding the practical implementation of the proposed measures, which is impossible without the proper functioning of institutions, the reduction of mutual technical and administrative barriers and a favorable investment climate in the economies of the participating countries.

The subject of the study is the identification of problems of improving tax policy in innovation as one of the basic conditions for achieving the goals of socio-economic development of Russia. The purpose of the study is achieved by understanding the need to assess the magnitude of tax changes made in Russia, and their role and impact on stimulating the innovation process. For the effective implementation of the tax policy in innovation, changes to a number of regulatory legal acts aimed at regulating the innovation process are proposed.

The article is devoted to the problems and prospects of introducing additive technologies in industrial production. The evolution of production systems is considered, the result of which is the transition to personalized production based on additive technologies. The article provides an analysis of the areas of application of additive technologies in industry, which allows to highlight the prospects for the development of additive production as a whole. The results of the SWOT analysis are presented, which make it possible to see the problems that limit the introduction of additive technologies on a large scale in the industry.

Some problems on the path to the implementation of modern industrial policy in Russia are considered. Particular attention is paid to the content of the Federal Law “On Industrial Policy in the Russian Federation”, the decree of the Government of the Russian Federation “On classifying products as industrial products that have no analogues produced in the Russian Federation” and the state industry information system. Issues of import substitution are investigated and recommendations are proposed for improving the content of the state industry information system.

FEATURES OF FORMATION OF COMMODITY POLICY OF RUSSIAN PRODUCERS OF HOUSEHOLD FILTERS FOR TREATMENT OF DRINKING WATER

The article is devoted to the study of the product policy of Russian manufacturers of household filters for the purification of drinking water. It is noted that in the formation of the product range, enterprises are guided by the characteristics of the market of household filters. Russian consumers prefer to use devices that do not require a connection to the water main. At the same time, the use of flow-type filters is economically advantageous. In an effort to cover all the niches of the household filter segment, manufacturers are trying to differentiate the range as much as possible. A map of the household filter segment, based on the methodology of the Boston Consulting Group, shows that the most promising product niches are trunk and reverse osmosis filters, which, when actively promoted, have good potential for niche growth, and “stars” are jug type filters, provided the design is regularly updated , release of new models, development of additional functions. An analysis of market trends and factors, a forecast of the status of individual product groups is recommended for use by companies engaged in industrial and investment activities in the segment of household filters for the purification of drinking water.

The definition of “corruption offense” considered in the article, although it has obvious difficulties in legally flawless interpretation, is replete with many definitions in the scientific literature, which do not always lead the participants in a scientific discourse to a single opinion. At the same time, the tasks and peculiarities of the legal regulation of anti-corruption activities in the Russian penal system require that this concept be clearly interpreted in regulatory legal acts.

The paper analyzes the place of the pharmaceutical company in the current market conditions and the system of providing the population with medicines. The problem of an insufficient level of application of strategic management was raised and a solution was proposed in the form of a recommendation on the use of the author’s integration model of strategic management of a pharmaceutical company. The model includes five stages, among which the stage of carrying out corrective measures to formulate a strategy based on the resource and functional support of the company and the stage of developing mechanisms for implementing the strategy are particularly distinguished.

The article reveals the essence and fundamental principles of applying the Ishikawa diagram. The expediency of using this analytical tool in the process of forming a holding development strategy based on the oncoming information flow is substantiated. A model of information and analytical support for the strategic management of agro-formations of a vertically integrated type based on a modified Ishikawa diagram is presented, which allows you to harmonize the strategic goals of individual responsibility centers and combine them into a single program for the long-term development of an agricultural holding. The accounting and analytical register of agro-formations responsibility centers has been developed and described, on the basis of which the effectiveness of fulfilling strategic goals and the quality of strategic management of agro-industrial groups are evaluated.

PROSPECTS OF ISLAMIC BANKING IN LATIN AMERICA

abstract
The current instability of the global economy makes us seek and apply innovations and world best practices, one of which is Islamic banking. A vivid example of functioning is the Islamic Development Bank, which implements lending to business projects. Due to the small Islamic population in Latin America, the spread of Islamic banking is difficult. It is more likely to introduce not Islamic banking, but its tools and principles in the region. The Bank does not just issue a loan for the project, receiving interest and payments repaying the loan, but participates in the project on the basis of obtaining a share in the business. For example, if an enterprise or factory does not start functioning and make a profit, the bank will not be able to return the invested money. Islamic banking could significantly increase the efficiency of project implementation, minimize risks at all stages, reduce the corruption component and help attract additional financing (not only “short”, but also “long” money, which is especially in demand in infrastructure, industrial and high-tech projects). The use of these principles unites all participants in the project, helps to attract all banking and other support tools, providing a transparent and timely financing system, lobbying the project in the legislative and executive branches of government, reducing administrative pressure, attracting highly qualified specialists and provides objective control of all stages of implementation.
