abstract
In Russia, the construction of a digital economy and a digital state is declared, and certain steps are being taken to implement the Digital Economy Program, approved in 2017 by the Government of the Russian Federation, but it does not create a single field for interaction between various participants in this program, there is no national knowledge management toolkit . At the same time, knowledge management is a question not only of the usefulness and convenience of the search for knowledge, but also the task of using the accumulated knowledge and protecting the national security of the country.

abstract
The development of the agrarian sector of the economy of the Republic of Azerbaijan has contributed to increasing the level of supply of the country's needs for agricultural products and finished food products, achieving complete import substitution for sugar, and increasing the export of crop and food products. Opportunities for increasing traditional export goods (vegetables, fruits and berries, drinks) are associated not only with the growth of their production, but also with growing competition from manufacturers from the CIS countries focused on the capacious Russian market.

The article is devoted to the study of various approaches to scenario forecasting of the development of the agro-industrial complex as a whole and the reproduction of its technical potential in particular. All of the listed scenario approaches in the framework of forecasting the technical potential of grain production should be based on a normative approach, special reference materials on the technical equipment of production, calculation of the required number of units of the machine and tractor fleet, according to the characteristics of the equipment, should be used as a methodological basis for determining the need for machinery service and repair.

Tendencies of its innovative development, as well as the identification of its promising areas in the context of globalization, high dynamism of markets and increased competition, an indispensable condition is not only constant monitoring of the changes in the wine-growing business of Russia, but also its positioning in the corresponding sector of the world economy. These requirements lead to the need to ensure the use of a cognitive approach, which is due to the consideration of the grape-growing sub-complex of the agro-industrial complex as a complex natural-socio-economic dynamic system. The practical implementation of the cognitive approach to modeling the innovative development of wine-growing systems is possible only on the basis of the regular use of modern information and analytical tools.
