The article examines the problems of the insecurity of valuable agricultural land from unjustified use for other purposes, and the lack of a proclaimed priority for the use of agricultural land as the main means of production in the agricultural sector, especially urgent in anticipation of the abolition of the division of land into categories in the context of an inoperative mechanism for the allocation of especially valuable land according to their cadastral value.

abstract

Ensuring the economic security of the state can be carried out in the form of economic cooperation with other countries of the world. The article discusses the prospects for changing the level of economic security of Russia during the implementation of the Silk Road Economic Belt (SREB) strategy and the increasing role of economic cooperation of the countries participating in the Shanghai Cooperation Organization (SCO). It is concluded that the level of security of the national economy of Russia may increase with economic cooperation with the SCO countries as part of the implementation of the SREB initiative. The aim of the study was to assess the level of economic security of Russia, implemented in the framework of various forms of ensuring the security of the national economy. This paper considers indicators of Russia's economic security — volumes of exports (imports) of goods to countries (from countries) participating in the work of the SCO and participating in the implementation of the SREB initiative. Using statistical and econometric methods, the prospects of changing the level of economic security of Russia during the implementation of the SREB initiative in the framework of economic cooperation between our country and the SCO member countries are estimated. An approach is proposed to assess changes in the level of economic security of Russia, implemented in the framework of various forms of ensuring the security of the national economy. The significance for ensuring the economic security of the state of economic cooperation in the context of globalization is analyzed. It was concluded that the level of economic security of Russia can be represented in the form of factors characterizing the security of its national economy, implemented in the framework of economic patronage and economic cooperation with the SCO member countries and other countries. It is concluded that economic cooperation during the implementation of the SREB initiative can provide an increase in the level of economic security of Russia and other SCO member countries.

In the article, raising the level and quality of life of the population is considered as the most important national interest, and inequality in the distribution of incomes of the population is considered as a risk-generating factor in social and economic security. Attention is focused on the twofold effect of income differentiation on macroeconomic parameters. The author distinguishes between normal and excessive inequality, positioning the latter as a threat to the country's socio-economic security.

The article assesses the effectiveness of the provision of state and municipal services on the basis of multifunctional centers (MFCs) in Bashkiria, the Pskov region and Altai. It is concluded that management problems in the provision of state and municipal services remain unresolved. It is proposed to modernize the methodology for compiling a rating of subjects. The directions of its development should be increasing the reliability of basic data, reducing the time for collecting and processing information. This will ensure the implementation of the MFC's Unified Information and Analytical System.

ASSESSMENT OF THE INFLUENCE OF ACCELERATED DEPRECIATION ON THE EFFICIENCY OF INVESTMENT DECISIONS

The article shows that, along with the well-known advantages of accelerated depreciation, which consists in increasing the company's own investment potential, and compensating for the increased costs of repairing fixed assets at the end of their operation period with lower depreciation, it is advisable to take into account the effect of depreciation on the results of determining key investment performance indicators. The conclusion is substantiated that such an effect increases with the transition from the linear method of depreciation to the method of sum of numbers and further, to the method of artificially shortening the service life. The expediency of eliminating the monopoly of the declining balance method as the only non-linear method for calculating accelerated depreciation provided by law is argued.

Demanded in both theoretical and practical aspects is the development of methods for assessing the economic sustainability of production and sales. In the pursuit of achieving maximum profit, enterprises must take into account increasing production risks. The level of operational leverage is an indicator of the riskiness of the enterprise. Price operating leverage is determined by the ratio of income from sales of products to the amount of profit received. However, this ratio is the inverse measure of return on sales. Therefore, it is possible to evaluate the stability and (or) riskiness of manufactured and sold products, using both an indicator of price operating leverage and a profitability ratio of sales.
