The article clarifies the general definition of the socio-economic ecosystem, formulates the concept of ecosystem modeling in a spatio-temporal context, shows that the natural base (typical) model of an ecosystem is a tetrad - a stable set of interacting systems of object, environment, process and design types, which are investigated using this models, the structure and functions of the ecosystem, its role as a transformer of the resources of space and time, as well as the possibilities of their effective use, is revealed.

ENERGY MANAGEMENT METRICS

If the formation of economic science as an independent area of ​​research is associated with the beginning of the 30th century, then the allocation of organizational management as a separate discipline in the framework of this teaching dates from the 300s. last century. It took more than 0 years to understand that management is an organic component of economic science, which has its own subject of scientific research. Unfortunately, it should be noted that the scientific economic community is still far from consensus in the noted subject area. First of all, there is no consensus on the nature of management, the nature of management activity and its measurability. The currently dominant hypothesis about the informational nature of management has not received a proper metric development. In terms of the categories “information”, “entropy” and concepts derived from them, the information version of management in terms of measurements did not go beyond the nameless interval [1, XNUMX]. Variants of managerial theory based on it are purely qualitative in nature, i.e. do not have a metric component. In this article, in addition to the informational nature of management, its energy basis is substantiated. Such an extension of the perspective of the scientific review of nature and the subject of management opens up prospects for using the well-developed metric component of energy for the measurement of managerial activity. True, until the essential nature of managerial energy has been established, such borrowing is possible only at the level of key concepts and soft calculations.

ON THE ESTIMATION OF EFFICIENCY OF SOFT SYSTEM METHODS

The increasing use of soft systemic methods (MSM) to solve complex problems in socio-economic systems has revealed the need to have reliable, reliable and empirical studies supported methods for assessing their effectiveness and efficiency. MSM are designed for unique situations that are difficult to study from a methodological, theoretical and practical point of view, therefore the MSM assessment process itself has not yet received reliable methodological support. The assessment of the method is influenced by situational factors, the skills of the researcher and the goals of the stakeholders. The methodological basis of the approach developed by J. Midgley and colleagues to assess MSM is discussed, which allows one to determine significant assessment parameters and make long-term comparisons between the methods.

The authorities, carrying out public administration, are increasingly relying in decision-making on both financial, socio-economic and social indicators. The experience in preparing decisions based on monitoring results is an indicator of the scientific organization of public administration based on sociological support. The article defines the place, role and significance of modeling and forecasting methods in the regional economy. It is shown that through modeling and forecasting, a scientific search is carried out for ways and directions of economic recovery, smoothing out inter-regional contradictions and increasing the welfare of the population, which is based on the main basis for forecasting: consistency, complexity, balance, consistency, probability and variability. An econometric forecasting model is presented, in which investment injections into the regional economy are used as control parameters, and justification, as applied to the subjects of the North Caucasus Federal District (NCFD), that modeling and forecasting in combination with scenario methods are the basic tools for regulating the development of problematic regions in the context of federalism.

The article highlights the theoretical, methodological and practical aspects of the development of the theory of fuzzy logic and fuzzy logical statements in corporate governance. In this aspect, issues related to the problem of determining the level of sustainable development of a corporation are considered, based on the analysis and calculation of one of the key indicators affecting the sustainable development of a corporation - the coefficient of environmental pollution in the context of fuzzy logic theory. The authors proved that the design of a fuzzy expert system and fuzzy inference using the Fuzzy Logic Toolbox function gives a more accurate assessment of the forecast parameters. Such a system should become an integral part of the general methodology for modeling corporate governance behavior.

The aim of this work is to study the problem of measuring the effectiveness of brand management in retail banks in Russia. The customer survey method was chosen to analyze the effectiveness of bank brand management in order to show how banks can use branded capital as an approach to measuring the effectiveness of their activities in the process of forming a bank brand. The results indicate that the use of branded capital as an approach to measuring brand management effectiveness leads to a clear understanding of the bank’s brand positioning among customers compared to competitor brands, to identifying the brand’s ability to be among the first that customers consider when making purchasing decisions, which is the most important success factor for any brand.

The article discusses the results of measuring and changing qualitative indicators of the innovative development of the Russian economy in comparison with the leading countries for the post-crisis period. Adequate measurements are needed to identify significant factors in the development of the economic system and determine ways to intensify positive influences in the context of global dynamics. A number of Russian phenomena related to the violation of the principles of systematic measures to improve the input conditions for innovations are shown. As a result, efforts in certain areas did not lead to a reduction in the lag in scientific and technological terms as a whole. Evaluation of the activities of administrations at various levels should be based not so much on financial indicators as on indicators of the quality of life of the population, such as health, education, security, culture, as well as their changes. This information is available at the appropriate organizations. An economic-mathematical model for optimizing the distribution of the regional budget is proposed, in which experts evaluate the dependence of quality of life indicators on investments. Logistic dependence is assumed; the cumulative law of normal distribution can be used. Function tuning by empirical points is carried out by the method of least squares. The final assessment of the quality of life is based on the Stone or Nash model. ANALYSIS OF THE REASONS AND EVALUATION OF ERROR IN ANOMALOUS PICTURES IN THE CAPACITIVE METHOD OF ANALYSIS OF RARE EVENTS

The article provides an example of the occurrence of anomalous patterns in the restoration of the initial dependencies of consumption obtained during the simulation. A detailed explanation of the causes of their occurrence is given. It turns out that such a picture arises as a result of discreteness of change in time instants. Mathematically, an estimate is given of the magnitude of the arising error in determining the initial function. In a practical example, we figure out in steps how this happens, and the actual error, which coincides with the calculated one, is considered. The main result of the article is an explanation of the causes of the additional error due to the discrete nature of the change in time. Another important result is the identification of a possible range of values ​​and the average value, which may take an error.

The article emphasizes the importance of a systematic approach to the development and transformation of higher education at the present stage of development of human society. The author revealed the main characteristics of two models of higher education - the modern postmodern and future transmodern - and examined the features of the two models in a comparative aspect. MANAGEMENT ORGANIZATION AT THE "SMART" UNIVERSITY

The article sets out models for the transformation of universities into modern organizations in the context of the knowledge economy. The main attention is paid to the concept of a smart university (University 2.0), based on studies of the experience of developing Russian universities conducted in August 2017 - February 2018. An author's approach to the strategy of a smart university, conducting foresight studies of the development of subject areas is proposed. , as well as the transformation of the organizational structure in digital management. The principles are examined and the competitive advantages of education at a smart university based on the creation of unique educational and scientific products using a gaming component and virtual and (or) augmented reality technologies are revealed. A special place is occupied by the presentation of the new content of training at a smart university using the example of a program of practice-oriented management training. Three types of management disciplines are presented for constructing an individual learning path at three basic levels depending on the goals of training.
