The article presents an analysis of the activities of the volunteer direction in financial education as one of the most relevant and sought-after programs. The main forms, problems and difficulties of volunteering in this area, types of assistance and the most attractive types of promotion are presented. The pro-bono practice that has become widespread and the issues of online education are examined. Raised the issue of social investment. The main indicators of socio-economic efficiency of such programs are highlighted.

BREAKTHROUGH TECHNOLOGIES OF FINANCING HEALTH AND ECONOMY OF RUSSIA

abstract

Using the experience of Singapore, the USA, China and South Africa, the article proposes a tool to improve the Russian healthcare financing system based on the use of medical savings accounts (MNS), according to which enterprises will have to transfer 5,1% of the wages of employees to the compulsory medical insurance fund not the total amount as is currently being done, but for personal MNS citizens working at these enterprises. Using the theoretical principles and economic indicators of [10], a more detailed methodology and an example of calculating the health financing system and the Russian economy have been developed, taking into account the existing difference in income levels of different population groups.

The article describes the conditions and principles of the emergence of network synergistic effects in the modern digital economy. The theoretical views of scientists on the interpretation of the concepts of "network capital" and "network effects" are considered. The basic principles of organizational interactions in the network are formulated. The general methodological approaches and the author's methodology for assessing and measuring network effects are presented. The article is devoted to the development of a new method for developing managerial decisions in the modern economy. The method is based on the consideration of developing a solution as a process, as a result of which the amount of information in the economic system grows and resource exchange between its elements changes. The managed system and its external environment are modeled as a single symbiotic formation - a megasystem, the elements of which are structured from the position of theories of system management and variability of management styles. When the economic system is structured, its phenomenological model is constructed, linking the indicators of resource flows in the system with the parameters of changes introduced into it by the manager, and based on this model their preferred values ​​are calculated.

IMPROVEMENT OF EFFICIENCY OF POWER CONSUMPTION NETWORKS USING ARTIFICIAL INTELLIGENCE SYSTEMS

abstract

This article presents an effective algorithm for improving the accuracy of forecasting energy consumption in smart networks using cluster analysis of time series. For clustering, we used the K-means ++ method with initialization of centroids. To simulate aggregated series, we used simple aggregation and based on the clustering of all consumers. For the flow of studied data, we obtained a significant increase in the accuracy of the forecast of energy consumption for clustered series. At the same time, it was shown that the degree of accuracy increase depends on the forecast methods used, which are also discussed in the work.

The concept of restructuring is investigated and its content is defined, the author's classification of its types is given. The results of control in public administration at the regional level should be taken into account at all stages of managerial decision-making related to improving the state of economic security of both individual municipalities and the region as a whole.
