APPROACHES TO BUILDING A RISK MAP

abstract
The article reveals the features of constructing a risk map of the activities of business entities. Particular attention is paid to qualitative methods: tabular and network modeling. It substantiates the approach to the disclosure of the concepts of danger, threats and risks and their determination based on the needs of the organization of the security service, in particular, the construction of a risk map. The interconnection of quantitative risk assessment methods and qualitative methods of establishing a logical relationship of hazards, threats and risks is illustrated.

A mathematical model for optimizing financial stability, developed using correlation and regression analysis, is proposed. This model demonstrates that with the correct use of financial stability ratios, you can actively influence the level of financial stability.

abstract
The article discusses the methodological basis for diagnosing the state of security of the economy of the constituent entities of the Russian Federation from threats of competitiveness loss. In the framework of the proposed methodology, an assessment is made of the state of protection of the economic system of the regions from the effects of threats to a decrease in labor productivity, an increase in the degree of deterioration of fixed assets, a lack of own investments, insolvency of enterprises, the prevalence of an extensive development path and a reduction in industrial production. Based on the calculations made, the final rating of the regions of the Russian Federation is compiled according to the level of protection of the economy from exposure to threats of competitiveness.

abstract
The indicators characterizing the social sphere of the region are analyzed. According to the predicted and statistical data, a tendency of a slight increase in spending on health and education is characteristic. Indicators of migration growth show a negative trend; the mortality rate is at a very high level. Despite the development of the theory, practical proposals, consolidation of the fundamentals of economic security at the legislative level, its multidimensionality, expressed in the complex interaction and mutual influence of the spheres, indicates that there is a clear need to find a new mechanism that can ensure the economically safe state of the region. For the timely identification of challenges and threats to economic security, in the first place, an effective, maximally complete system for assessing its condition in each direction is needed.

The article presents the developed mechanism for monitoring and rating the economic security of territories (for example, monoterritories). The first part of the article deals with the concept and essence of economic security of territories of different levels. The urgent question is posed of the possibility of assessing it from the point of view of the state of economic entities and the level of their economic security. The second part of the article presents a mechanism for monitoring and rating the economic security of territories (using monoterritories as an example), based on an assessment of the level of economic security of enterprises in the respective territories. The main results of monitoring and rating of enterprises of monoterritories of the Kirov region are presented.

ANALYSIS OF THE “CROWN OF RETURN” AS A TOOL FOR MANAGING THE ECONOMIC SECURITY OF THE REGION

abstract
The purpose of the work is to justify the feasibility and develop recommendations for applying the analysis of the “funnel of backwardness” as a tool for managing the economic security of the region. The authors developed an economic security management algorithm based on the analysis of the "funnel of underdevelopment" and tested it on the example of economic security management based on the analysis of the "funnel of underdevelopment" of the Kirov region. It is concluded that the analysis of the “funnel of backwardness” really helps to reduce uncertainty and increase the efficiency of economic security management, as it provides the identification of the need to activate processes for identifying negative consequences for the region, provides a scientific basis for choosing between independence and globalization, and also points to preferred objects to increase attention to economic security. The fundamental feature of the analysis of the “funnel of backwardness” is that this method is applied at the meso level (region). This allows involving regional state regulators in the process of supporting regional development in times of crisis. Since these regulators have much greater capabilities than individual entrepreneurial structures, this provides a comprehensive (centralized) solution to the problems of regional development in a crisis.
