ASSESSMENT OF THE FINANCIAL SECURITY LEVEL OF THE REGION (ON THE EXAMPLE OF KIROV REGION)

abstract

The basis of economic security at any level is financial security. To date, there is not a single document regulating the methodology for assessing the financial security of the state and regions. The article assesses the level of financial security using the example of the Kirov region. The analysis was carried out on the basis of indicators, their dynamics over the past 4 years (2013–2016), as well as the calculation of relative values ​​to determine the magnitude of changes in the indicators under consideration, comparison with standard values ​​and determine threats to the financial security of the Kirov region. Based on these findings, recommendations are proposed for its improvement.

This article reflects the relevance of studying strategic planning for the development of the region. The concepts of “strategy” and “strategic planning” are considered. The main results of strategic planning are determined. Basic models of strategic planning were identified and analyzed directly, indicating their principles and advantages of use. The authors identified the fundamental moments of strategic planning in modern conditions. Conclusions are drawn on the use of strategic planning as a tool for managing government bodies.

abstract

The relevance of the problem of economic security of socio-economic systems of various levels of complexity is becoming increasingly recognized in our society with greater clarity. However, the approach to the problem from a systemic point of view forces us to rank socio-economic systems in terms of their maturity as objects of ensuring economic security. In this article, in this aspect, such complex systems as the World Community, federal districts of the Russian Federation, Russia as a whole, and the European Union are analyzed. The authors conclude that these facilities do not fully meet the requirements for facilities to ensure economic security. At the same time, analysis of economic development processes in the Russian regions and the country as a whole allows us to conclude that the regional policy here (as opposed to the EU policy) is formed taking into account the implementation of a dynamic transition process aimed at the formation of Russia and its regions as full-fledged economic security facilities.

The article is devoted to the possibilities and options for automating the process of express diagnostics and rating indicators of economic security of territories. The first part of the article deals with the economic security of the territory and the possibility of assessing it from the point of view of the state of economic entities and their level of economic security. In the second part of the article, the interface of the developed computer program is considered, the main forms and modes of operation in the program are presented, and a part of the output data based on the results of express diagnostics is also shown. The third part of the article gives recommendations on the practical application of an automated version of the process of express diagnostics and rating of indicators of economic security of territories.

The article discusses the methodological basis for diagnosing the state of security of the economic system of the constituent entities of the Russian Federation. In accordance with the proposed methodology, an assessment is made of the state of protection of the regional economic system from the effects of inflationary threats, threats of default on financial obligations, growth in tax debt, poverty, unemployment and environmental degradation. Based on the calculations made, a final rating of the constituent entities of the Russian Federation is compiled according to the level of security of the economic system.

SIMULATION OF INSURANCE AND ACCUMULATION OF LABOR PENSIONS BY OLD

The article proposes a fundamentally new technology for the formation of the insurance and funded parts of the old-age labor pension in Russia. A simulation was carried out showing the accumulation of funds for the provision of pensions to groups of citizens with different monetary incomes. The advantages of the new technology proposed by the authors in comparison with the current procedure for the formation of a retirement pension are clearly shown and illustrated by calculations.

One of the main goals of a successful economic policy implemented in Azerbaijan is to attract investment in sectors of the national economy through all financial sources by creating a favorable business environment and achieving the development of the non-oil sector. The development of entrepreneurship, as one of the most important conditions for ensuring the comprehensive development of the non-oil sector, and above all, improving the rationality of activities for small and medium-sized enterprises, is assessed as one of the main goals of the national economy. From this point of view, the difference in tax policy features in the regulation of small and medium enterprises in Azerbaijan is accepted as the goal of the study. To achieve this goal, an analysis of the current state of small businesses and identifying trends in its development, as well as an analysis of the systematic nature of measures for state regulation of entrepreneurship, the business environment, the regional structure and dynamics of entrepreneurship development, has been set as the main task of scientific research.

INFLUENCE OF FRAUD ON TARIFF POLICY IN MOTOR INSURANCE INSURANCE

The article considers the problem of fraud risks in motor insurance. The main reason is the possibility of receiving funds instead of paying for payment documents at service stations. When constructing an individual model of insurance risks, the opportunities associated with risk structuring are determined, its influence on the tariff policy allows the insurance company to: assess the financial consequences of fraud; suggest methods for disclosing and reducing fraud by developing indicators of fraud; amend the insurance conditions based on indicators of fraud in order to reduce the facts of fraud and reduce their size. The article suggests ways to identify insurance fraud in CASCO and CTP.
