abstract

The article discusses the relations of Japan with neighboring countries in the Asia-Pacific region (the People’s Republic of China, the Democratic People’s Republic of Korea and the Republic of Korea), which, due to historical omissions and in the presence of pressing issues, “aggravate” the political situation in this region. In turn, instability in relations with neighbors is considered as one of the reasons for Japan to build up its military potential and the transformation of its military legislation and the Self-Defense Forces - the Japanese armed forces, which are vested with increasing powers both domestically and abroad.

STATE SUPPORT FOR SMALL AND MEDIUM BUSINESSES IN North Ossetia - ALANYA

abstract

In North Ossetia, fewer and fewer entrepreneurs are skeptical of state support for small and medium-sized businesses. It is impossible to say that the Entrepreneurship Support Fund works with “underload”: in the first half of this year, more than a thousand business representatives turned for consulting services. Since the beginning of this year, the Fund has provided 1589 consultations to small and medium-sized enterprises, including by calling the hotline. There are a variety of issues - from personnel selection, application of the labor legislation of the Russian Federation, information and patent and licensing support to the activities of SMEs, and ending with financial planning, including budgeting, tax optimization, accounting services, attracting investments and loans. This year, the Fund successfully passed certification according to the new standard of the quality management system for compliance with the requirements of the international standard ISO 9001: 2015, which once again confirms the quality of the services provided.

The state of human capital of the Republic of Mordovia is analyzed. The digital economy is developing rapidly as a result of the continuous introduction of digital technology in all areas of our lives. Under the influence of digital technologies, institutions change, new professions, new business models, and currencies appear. Entire sectors of the economy evade state regulation, do not pay taxes, and do not comply with labor laws. As the innovation process continues, the state needs to introduce new rules by which the digital economy will be regulated. Consequently, the system of state regulation of the economy must adapt to new conditions, but without prejudice to the digital economy.

CIVIL SOCIETY: CONDITION, TRENDS OF DEVELOPMENT AND INTERACTION WITH THE STATE

abstract

Civil society - the "breeding ground" of the rule of law - makes the government to moderate their desires, to obey the laws adopted by it, and serve the population of the whole country. The defining criteria of civil society are: a democratic political regime, legal legislation, the formed middle class. The Constitution as the main law becomes an agreement between society and the state on the division of spheres and activities: civil society is a sphere of individual freedoms and private interests, and the state is a sphere of public authority and common interests. The mechanism of interaction between civil society and the state in various countries of the world is very diverse, it consists of: democratic legislation, separation of powers, the activities of the legal opposition, socio-political pluralism. Effective relations between civil society and the state arise when the estates, social groups, classes representing the resource base of civil society create the state to satisfy and protect their interests. These relationships have the so-called “traditional” interaction resources. Practice shows that optimal opportunities for the dialectical interaction of civil society and the state, the balance of their relations are emerging in countries with democratic regimes. In these conditions, civil society is the basis for the stability of the state, and the state is a factor in the effective functioning and development of civil society.

In the presented article, the authors show the essence of the strategy for attracting customers and managing relationships with them (CRM systems) at the enterprise, highlight the main elements of the CRM system and reveal their essence, give a description of the internal and external sources of information used by the company when monitoring the status of customer relationships , suggested the main directions of monitoring the effectiveness of the functioning of the system by customer relations. The authors pay much attention to the analysis of the positive aspects and shortcomings in the implementation of the CRM system, the justification of ways to increase the effectiveness of CRM projects, the development of the main strategic directions when working with clients on the electronic trading platform, which are based on the method of determining customer value.

The relevance of this article is due to the search for methodological approaches to identifying barriers to opportunistic behavior in the system of formation and implementation of professional competencies. The purpose of this article is to develop tools for differentiating strategic barriers among a complex of factors that create imbalances between the systems of formation and implementation of professional competencies. As a result of the study, a multiple regression model was formed, which allows us to conclude that the influence of opportunistic barriers on the imbalances in the system of formation and implementation of professional competencies is significant and suggest ways to reduce this influence.

BUSINESS RESPONSE TO CHANGES IN THE CONSTRUCTION MARKET IN ST. PETERSBURG

In 2017, a number of amendments to Federal Law No. 214-ФЗ, as well as in 2018–2019, entered into force. new changes are planned to the Urban Planning Code of the Russian Federation [2]. The main goal of these changes is to strengthen the requirements for developers and tighten the rules for issuing building permits. However, analysis shows that big business and government benefit most from these changes in legislation, which will inevitably lead to a cartel-like structure of the construction market. Small and medium-sized businesses will either be forced to leave the market or survive through strategic business reorganization.

Economic activity based on limited resources gives way to economic activity based on an abundance of information and methods of its transmission, intangible needs of individuals are growing, motivation in decision-making is becoming more complicated. The labor market also feels the influence of processes characteristic of the modern economy, it is influenced by changes associated with the active introduction of information and communication technologies in our lives: the specifics of labor activity are changing, new professions are emerging, and labor requirements are becoming more complicated.

INDIVIDUAL BEHAVIOR BASED ON THE HUMAN MODEL IN THE NEW INSTITUTIONAL ECONOMIC THEORY

In the present work, it is shown that the model of a person in NIE in explaining the behavior of an individual is based on a transactional approach, which logically agrees with economic theories of property rights and transaction costs. The main element in explaining the behavior of an economic individual is an economic stimulus, which, being an exogenous factor, through internalization, uses sources of internal activity. Three main economic incentives: property rights, institutions and wages - each form their own sustainable style of economic behavior.

The era of internalization, globalization and non-price competition is becoming increasingly relevant for institutional transformations that ensure the development of production systems based on healthy competition, economic productivity growth, the formation of a new structure of social production, overcoming significant deformations and contradictions inherent in the innovative development of regions. Industrial parks are considered as a mechanism for the development of regional innovation activity. The article analyzes the endogenous and exogenous institutional spaces of the industrial park, and their role in its innovative development is established. WAYS OF TRAINING AUTOMATED TRADING SYSTEMS OF THE FINANCIAL MARKET

abstract

The aim of the work is to study the most effective ways of training automated trading systems that allow economically implementing any approaches to modeling the dynamics of the financial market. As part of the goal for the MetaTrader 4 platform, a similar trading system was created. The system was trained on the historical data of the Forex market for the currency pair Euro to US Dollar (EUR-USD) by using the platform’s six optimization optimization functions using the genetic algorithm while applying the proposed author’s method to select the appropriate optimization scenario. The main result of the work is a demonstration of the ways of training automated systems that allow you to use them to conduct trading operations on the Forex market, whose annual returns are significantly higher than bank ones.

SPATIAL PARADIGM FOR FORMING AN INNOVATIVE SYSTEM AT THE MESO-LEVEL

The article is devoted to the consideration of the formation of an innovative mesoscale system through the use of different types of resources. The mesoscale of the economy is presented as a spatial system. The aim of the study is to propose, based on an analysis of the characteristics of the formation of the innovative system of the mesoscale as an object of management and as the managing subject of recommendations for the formation of the innovation system on the mesoscale. The authors use the methods of logical research, analysis and synthesis, assessment of the innovative potential of the mesoscale system as part of a common system-information approach. Estimated quality characteristics of the formation of the mesoscale innovation system from the positions of different participants in economic processes are proposed. The presented provisions of an evaluative nature can be used in the formation of the innovation development strategy of the constituent entities of the Russian Federation as economic systems of the mesoscale.
