abstract
The article discusses the approach to assessing the level of security of the Chinese economy in implementing the Silk Road Economic Belt (SREB) strategy. The prospects of changing the level of security of the PRC economy during the global financial and economic crisis of 2007–2009 are considered. and post-crisis time. It substantiates the approach to assessing the level of security of the state economy in the framework of various forms of ensuring economic security in the context of globalization. It is concluded that the SREB strategy is a reflection of the regionalization process in Eurasia and can change the level of economic security of the countries - members of the Shanghai Cooperation Organization.

The empirical component is represented by the results of monitoring public opinion of youth in the Murmansk region.

The article highlights the process of forming the worldview of a modern teacher in the context of the formation of a new value system due to a change in technological structures. On the basis of historical and pedagogical, moral and ethical values, which are the basis of pedagogical education, the prospects for the development of the worldview ethics of future teachers in the aforementioned conditions of a change in technological structures are revealed. The analysis and discourse of the basic concepts of the subject of research are presented, the necessary empirical data on the problem are given.

In this aspect, issues related to the activities of organizations of the oil and gas complex; Recommendations on accounting for strategic risks for oil and gas companies are proposed. The article considers both classical approaches to accounting and managing strategic risks, as well as a new type of risk, the need for accounting for which is associated with a change in the geopolitical situation.

RESOURCE PLANNING INNOVATIVE PROCESS

On the basis of the universal model of the life cycle of novation, built using the apparatus of technological networks, the article presents the original statement of the problem of resource planning of the process of creating (acquiring) innovations and proposes an algorithm for solving based on the method of dynamic programming. The results of practical testing confirm the effectiveness of the author’s proposals, which creates the prospect for their industrial implementation.

The purpose of the study, the results of which are presented in this article, was to study the experience of small and medium-sized enterprises in Russia and foreign countries. The theoretical aspects of modern entrepreneurship, as a risky activity. The sectoral structure of the business sector and the contribution of small and medium enterprises to 14 types of economic activity are given. A comparison of the share of small and medium enterprises in Russia and foreign countries is presented. The results of the study can be used in the implementation of scientific work related to the rationale for the development of the business sector, the formation of measures to improve the efficiency of its activities.

abstract
This article discusses approaches to ensuring economic security policy in the implementation of export commercial transactions, in the face of uncertainty in the format of the financial activities of an international company. The mechanisms of occurrence of various risk factors in international logistics are investigated. The feasibility of linking special control registers to SAP (automated resource planning system), which covers all areas of financial and managerial accounting, is justified in order to manage risks by blocking the issuance of documents without receiving payment or having a credit limit. Scientific approaches to the development of intra-company standards in management accounting for minimizing and risking sales for export of finished products based on notational expert evaluation algorithms are proposed and tested.

The article explores the need for self-financing as a mechanism for financing the innovative development of industrial enterprises. The dynamics and structure of the number of organizations, their costs for technological, marketing and organizational innovations within the country and federal districts for 2014–2017; dynamics of changes in sources of investment in fixed assets of organizations, as well as changes in the structure of borrowed funds by sources of financing. The advantages and disadvantages of self-financing are given.
