QUALITY AND PERFORMANCE OF THE ECONOMIC MODEL

abstract

The article focuses on the need to change attitudes towards standardization and technical regulation that determine the technical policy in the field of quality and safety of products and services for real sectors of the economy, as well as accreditation, conformity assessment and state supervision - these are natural mechanisms for regulating the entry of poor-quality and hazardous products and services. The author raises the question of the reasons for the lack of noticeable success in the development of the economy. The key reason, according to the author, is the unacceptably low efficiency of state and public tools that regulate the quality and safety of products and services. A dramatic improvement of these regulatory mechanisms will make a significant contribution to achieving the goals: improving the well-being of citizens and increasing the pace of economic development. Organizationally, the solution of these problems will require the development of a special project. Its main goal should be to create conditions and incentives for businesses to produce and deliver to the markets benign and safe products / services in accordance with legislative requirements and consumer properties, as stated in the accompanying documentation. The central objective of the project is to improve legislation in the field of standardization, accreditation, conformity assessment, state supervision and technical regulation in general, as well as to implement measures for its actual implementation.

The paper discusses the modern Russian and foreign aspects of the development of payments for the use of renewable natural resources in general and as the most popular in the national economy - forest. However, the tax form of payments for forest management ceased to exist at the beginning of the XXI century, it was replaced by rental payments, which currently do not solve such important problems as reproduction of forests that affect the entire ecosystem of the planet.

abstract

The article substantiates the importance of developing a diversified agriculture in Russia, by which the author understands such a change in the organizational and economic structure of the agrarian economy, i.e., the quantitative ratio of subjects of various forms of management, which contributes to an increase in the efficiency of agricultural production. According to the author, the development of multistructure of the agrarian economy of Russia is one of the promising directions for solving the urgent task of improving the efficiency of domestic agricultural production today. In this regard, the purpose of this article was to develop methodological and methodological approaches to solving the problem of increasing the efficiency of agriculture by developing its multi-structured nature. The author offers methodological and methodological approaches to solving the indicated problem, which are based on a comprehensive comparative analysis of the efficiency of agricultural production carried out by agricultural producers in the region of various forms of management, and, according to its results, the calculation of rational shares of agricultural producers of various forms of management. The results of the study can be used to develop public policy in the field of regional agriculture, aimed at increasing its effectiveness. In addition, the author’s development can serve as the basis for further scientific research aimed at solving the important problem of establishing an effective multi-structured agrarian economy in Russia.

The article discusses the methods of information technology supply chain - SRM (Supplier Relationship Management). It is proposed that WMS - Warehouse Management System, which will provide the best optimization of the movement of goods from the manufacturer to the consumer and the management of material flows in warehouses in order to obtain the best economic effect, be actively introduced by trade organizations by the WMS. The author convinces practitioners of trade that it is extremely important to pay more attention to automating business processes that allow connecting electronic systems of companies with each other.

abstract

The article analyzes the approaches to the study of social factors of self-development of territories, discussed in modern foreign scientific discourse. The concept of community capitals concept is investigated. It has been revealed that the concept allows to identify and analyze those types of capital that are directly related to the social factors of local self-development, to establish causal relationships between the development of various types of capital of the local community and to determine entry points into the upward spiral of territorial self-development. It is concluded that the concept of capital of the local community is one of the most promising both for the scientific understanding of the social factors of local self-development and for application in Russian practice.

Tourism in the Republic of North Ossetia – Alania is an important sector of the economy of the Republic. The tourism sector of the economy covers the region in whose territory the airport is located, many sights of the city of Vladikavkaz and historical Ossetia-Alania. The republic is an important object both within the republican and federal tourism. Residents of the region also show interest in the sights of Ossetia, a significant part of which is directly or indirectly involved in its tourism industry. Tourism has great potential, also thanks to the untouched corners of nature in combination with the historical monuments of Vladikavkaz and the whole of Ossetia-Alania.

SPECIFICITY OF RESPONSE TO RISK SITUATIONS IN THE MANAGEMENT OF STATE BUDGETARY INSTITUTIONS OF HIGHER EDUCATION

At present, the market for educational services in the Astrakhan region is characterized by: high competition, reduced budget funding, and increasing uncertainty in the functioning external environment. All of the above factors give rise to risk situations. The article proposes a mechanism for responding to them in budgetary institutions of higher education, which includes six successive stages, each of which is a set of measures that contribute to improving the effectiveness of these institutions. Using the results of the study will minimize the impact of negative consequences from the onset of risk situations and identify the directions of their neutralization in the activities of budgetary institutions of higher education.

Russia has many advantages in establishing a blockchain, but there are many barriers to the smooth implementation of technology in our daily lives. The main goal of this article is to analyze what advantages and disadvantages Russia has in comparison with other countries in the development of the blockchain. FACTORS OF SPATIAL DIFFERENTIATION OF AN OBSERVED ECONOMY AT THE REGIONAL LEVEL

The article typifies and substantiates the groups of factors of spatial differentiation of the unobserved economy, clarifies the specifics of their manifestation in Russian regions. This grouping is presented depending on the degree of aggregation, while the objectives of the study determine the set of analyzed reasons and the boundaries of the object of study. The first group - economic factors - is represented by the spatial and sectoral structure of the economy, taxation (tax burden), the level of well-being of the population and available investment resources. The group of institutional factors includes: corruption, administrative barriers, stability of the legal and regulatory framework. A group of social factors is formed by population expectations, prevailing stereotypes, etc.

The aim of the article is to answer the question - is an increase in the share of alternative energy a panacea for the dependent position of the countries importing oil, coal and gas, and will it also be able to reduce the risks associated with the export of fuel at the interstate level? As a result of the factor and cluster analyzes carried out by the authors, three clusters of countries are distinguished. The article describes them. Based on this, the authors conclude that the use of renewable energy has a positive effect on the stability of the European fuel market.

ANALYSIS OF THE STATE AND DEVELOPMENT OF THE INTERNAL CONTROL SYSTEM IN INSURANCE ORGANIZATIONS

In 2017, the Bank of Russia published the concept of introducing risk-based supervision of insurance organizations, based on the Solvency II directive and drawing on international experience. Currently, the regulator is conducting the first quantitative study aimed at studying the readiness of companies to implement the concept, as well as the impact of its application on the financial situation of insurers. This concept provides for a reformation as a company management system, requires companies to expand their staff and improve staff skills, expand the functions of accounting, internal control and risk management, the actuarial unit, IT using advanced scientific approaches and developments, including in the field of software for needs accounting, control, actuarial calculations and risk analysis. The concept also provides for advanced training and the hiring of additional employees for the Bank of Russia itself. This will lead to an increase in the financial burden in the period of 2-3 years, however, it will increase the stability of the insurance industry and its financial attractiveness over the long term.

This article presents a study of the role of personal income tax in the formation of territorial budget revenues. The analysis of its receipt in a separate consolidated budget of the subject of the Russian Federation. The necessity of improving tax and budget legislation in terms of taxation of personal income is proved. A new procedure for the distribution of personal income tax between regional and local budgets is considered.
