THEORY OF PUBLIC CHOICE: NATURAL DISTRIBUTION, CONSTITUTIONAL AND POST-CONSTITUTIONAL AGREEMENT (READ BY J. BUKENEN)

abstract

The article opens a small cycle of publications within the framework of the theory of public choice, devoted to the analysis of mechanisms for making political decisions, democratic procedures. It is shown that the result is largely determined by the rules, which depend on the variant of the social structure. Based on a wide range of options for the structure of society - from anarchy to dictatorship - J. Buchanan explores the effectiveness of political decisions in the work of J. Buchanan, “The Frontiers of Freedom: Between Anarchy and Leviathan.” This article focuses on the methodology of J. Buchanan and research tools of the theory of public choice. The initial, natural distribution of benefits is considered, its initial inequality, enshrined in a social or constitutional contract, is substantiated. It is shown that natural distribution is the initial condition for the subsequent redistribution of goods, which is enshrined in post-constitutional agreements. On their basis, political choice and economic activity are carried out in modern society.

abstract

The article is devoted to the methodological issues of the transformation of socio-economic systems of different levels of hierarchy within the framework of the long-term process of establishing a new, sixth, technological structure in the world and in Russia. Some characteristics of the technologies of the new way, as well as the contours of long-term transformation at the macroeconomic and corporate levels, are considered. Some problems caused by the growth of global instability and geopolitical tensions are analyzed, including in connection with the gradual redistribution of economic influence from developed to the benefit of the largest developing countries. Some features and limitations of the current model of the Russian economy are considered, which impede the process of deploying a new technological structure.

RUSSIA IN THE BALKANS: DIALECTICS OF STATICITY

abstract

The main focus of the article is on the development of the Balkan region, key areas of cooperation with Russia and factors of influence in the region of different forces pursuing their pragmatic interests. The industry and resource structure of the economies of the Balkan countries indicates that there are significant opportunities for creating a steadily developing regional space and more effective competitive interaction of the region with the outside world. In the future, the transport and energy advantages of the region can reveal even more competitive potential and bring additional difficulties to the relationship of key actors in the Balkans. In this regard, Russia needs to focus on the development of a unified proactive foreign policy and foreign economic line in the Balkans on a systematic basis.

SOCIAL AND ECONOMIC SIGNIFICANCE OF THE STATE BUDGET

abstract

The article discusses the problems of formation and use of the state budget. In the course of the study, general logical methods and research methods were applied: analysis and synthesis, abstraction, induction, modeling. The interrelation of the state budget and state sovereignty is substantiated. The relationship of the independence of the state with its capabilities and ability is revealed, which is determined by the state of its budget. The problems of the efficient use of the state budget are disclosed. It is proved that the correct investment of budgetary funds can play the role of an “integrated motion sensor” that generates impulses for the development of interconnected industries. The shortcomings of the current Russian methodology for allocating funds from the federal budget to align regional budgets are identified. The problem of the real budget deficit of subsidized regions has been raised. Article materials may be useful for graduate students, masters, bachelors and specialists involved in the problems of improving the state budget.

The article suggests methods of multi-criteria optimization and data aggregation in hierarchical structures to assess the economic status of an innovative active industrial enterprise. An integral indicator of the economic condition of the enterprise is proposed, which is a multiplicative convolution of the criteria for economic, industrial and technological efficiency, taking into account the factors used by the organizational and industrial system in achieving its industrial and commercial goals.

Based on an empirical study, the article highlights the approaches to building a simulation model of making personnel decisions in a hierarchical structure. The methodological and instrumental principles of constructing a simulation model of the functioning of the hierarchy in which personnel decisions are made are formulated. Minimum and optimal requirements are indicated, the fulfillment of which means the implementation of the model in the corresponding (optimal or minimum) version. The instrumental principles of model building are based on the use of the concept of information flows, which are sets of external and internal with respect to the hierarchy of information events.

ENTREPRENEURSHIP IN THE ENVIRONMENT OF LABOR MIGRANTS

The article is devoted to the study of the current level of entrepreneurship among migrant workers in the Russian Federation. The desk study was based on open statistical data from government agencies, as well as research by the Institute of Sociology of the Russian Academy of Sciences and the Organization for Economic Cooperation and Development. The study showed the dependence of entrepreneurial activity of migrants on the availability of previous experience and state policy in the field of entrepreneurship support. Another important factor is the ethnocentrism of the diasporas, catalyzing the self-employment of new arrivals. The Diaspora is not only a source of support and financing, but also reduces risks due to its own accumulated experience.

The oil sector is an important factor in the effective development of the national economy of Russia, the stable satisfaction of internal and external demand for oil and its refined products, and the provision of foreign exchange and tax revenues to the budget depend on the successful functioning of the oil industry. The article discusses the current state and performance indicators of the performance of the Russian oil industry and one of its main representatives, Rosneft. The paper summarizes the foreign and domestic experience of using transfer pricing control instruments, including tax pricing agreements concluded by consolidated groups of taxpayers; The advantages and disadvantages of each of the tools are identified, measures are proposed to increase the effectiveness of these methods of reducing tax risks.
