This article discusses the essence and properties of educational services as an economic category, as an object of civil rights in the implementation of the right to education. The authors distinguish the difference between the provision and provision of educational services, while substantiating the fact that the educational service in the services market has consumer properties and acquires consumer value, and in terms of commodity production it is also of social value.

DYNAMICS OF ECONOMIC DEVELOPMENT AND EVOLUTION OF THE MAIN DIRECTIONS OF FOREIGN TRADE OF THE POST-SOVIET REPUBLIC

abstract
This article provides a comparative analysis of economic development and changes in the main directions of foreign trade of 15 post-Soviet republics. As a starting point for the analysis, the structure of trade in intra-union and world prices by union republics in 1989 is considered. Calculations are made and the level of production and consumption for each of these republics is estimated by gross and per capita indicators both in intra-union and world prices. The dynamics of the main macroeconomic indicators of the newly independent states for the period 1990–2017 is analyzed. The evolution of the role of the Commonwealth of Independent States, the Eurasian Economic Union, the Russian Federation, the European Union, China, the USA, Japan and Turkey in the foreign trade of post-Soviet states, especially during the recovery economic growth of 15 republics and their progressive development in the period 2000–2010, is examined.

abstract
The article reflects the directions of development of enterprises of the metallurgical industry of Russia in modern economic conditions. The main production indicators of metallurgical industry enterprises, in particular, the production experience of Severstal and Evraz, are analyzed. It is concluded that it is important for Russian metallurgical enterprises to strengthen their positions in the world market, modernize and reconstruct production, and create new capacities for the production of innovative products.

EVALUATION OF CHANGE IN THE LEVEL OF ECONOMIC SECURITY OF STATES - PARTICIPANTS OF THE TOTAL REGIONAL ECONOMIC PARTNERSHIP

abstract
The article discusses the prospects for changing the level of economic security of the countries of the Asia-Pacific region - participants of the Comprehensive Regional Economic Partnership (WREP). It is concluded that the level of economic security of most states participating in the WREEP will increase accordingly with the implementation of the relevant agreements. A comparative assessment of changes in the level of economic security of the member states of the Comprehensive Regional Economic Partnership during the implementation of this global integration project has been carried out. The paper considers indicators of economic security of the states participating in the Comprehensive Regional Economic Partnership: the volume of gross domestic product (GDP); share of investments in fixed assets; share of defense spending; share of research and development costs; the share of innovative products in the total volume of industrial products, etc. Using statistical and econometric methods, the prospects for changes in the level of economic security of Japan, South Korea, Australia, New Zealand, Vietnam, the Philippines, India and China under the agreement on the Comprehensive Regional Economic Partnership are estimated. Based on the study, an approach to a comparative assessment of changes in the level of economic security of the states participating in the WEP is proposed. The importance of economic cooperation and economic confrontation to ensure the economic security of the state in the context of globalization is analyzed. The proposed approach allows identifying the priorities of economic cooperation and economic confrontation in modern conditions. It is concluded that the agreements within the framework of the Comprehensive Regional Economic Partnership establish new world trade regulations, new standards, taking into account new world development trends, thereby giving an increase in the level of economic security of most of the WREP member states.

abstract
The article analyzes the tasks of state management of the integrated development of the Arctic macro-region of Russia in the context of global and national challenges. The concept and characteristics of the integrated development of the Arctic macroregion as an object of government are considered. The global and domestic Russian challenges to public administration of the development of the Arctic macroregion are analyzed taking into account the strategic tasks of modernizing the Russian economy and ensuring the national security of the Russian Federation. On this basis, a description is given of the key priorities of the state management strategy for the integrated development of the Russian Arctic. It is shown that an effective strategy for the integrated development of the Russian Arctic can become a factor in Russia's transition to a new quality of national development, and the Arctic zone of the Russian Federation itself will turn into a macro-region of leading global development.

METHODS OF INFLUENCE ON CONDUCT OF CONSUMER DEPENDING ON ITS LEADING MOTIVATION

abstract
The article discusses the problems of influencing consumer behavior, depending on the type of motivation that drives it. We consider different types of motives that determine the choice and tendency to make decisions about buying or preferred behavior, as well as a typology of influence depending on the dominant consumer motive. Using concrete advertising solutions as an example, we demonstrate the mechanism of influence methods either on decision-making criteria, or consumer knowledge and expectations, and analyze the possibility of using these methods of influence in parallel or sequentially for each group of consumer motives. The article finds its place in the techniques and methods of influencing the consumer, corresponding to each of the described types of motivation.

The property status of a state educational organization is determined by the state and use of financial and non-financial assets, the financial condition is determined by the ratio of its assets and liabilities. The article presents the data of the comparative analytical balance of state budgetary educational institutions subordinate to the Federal Fisheries Agency of the Russian Federation, with the aim of preliminary identification of financial threats in the process of regulating the activities of these organizations.

This article studies the concept of intellectual capital of a company, considers its components, categories. The authors showed that in the development of information technology and the digital economy, human potential will become more and more of strategic importance - much more than material and financial assets. The article considers the dependence of effective knowledge and resource management on the audit of the company's intellectual capital. In order to ensure high rates of innovative development for the majority of Russian companies in the current conditions of developing information technologies and the digital economy, the most significant is the possibility of creating and making optimal use of intellectual capital.

abstract
The article highlights the definition of one of the approaches to the formation of the innovative technological environment of the Russian tax administration system when changing the technical and economic paradigms. The approach is based on the connection of the classical functional management paradigm, as applied to the tax sphere, with advanced technologies used by tax authorities at different stages of the development of the tax administration system in Russia. The result of the study is the presentation of a tax administration system from a technological point of view, which goes through three stages of its development and is presented in three forms: traditional, electronic and digital. The developed approach allows us to consider the vector of the paradigms prevailing in society and lay the foundations for new tax processes.

The relevance of this article is due to the fact that the authors have a large amount of empirical data on the topic of the study, as well as sufficient experience in practical pedagogy and management at the Higher School of Russia. The purpose of this article is seen by the authors in the development of independent tools for assessing the quality of education and the implementation of the concept of temporal control of this quality based on the proposed innovations.
