In modern conditions, the food supply situation in the Caspian littoral states remains difficult and requires careful analysis and development of specific recommendations aimed at eliminating poverty and hunger in them. Of the countries of the Caspian region, Russia and Kazakhstan should be singled out, which have achieved a state of food security for the main types of food. Integration cooperation of the Caspian littoral states will contribute to the strengthening of interethnic relations, will improve the food situation, mitigate the effects of sanctions, increase the life expectancy of the population by optimizing the diets and consumption of high-quality, biologically valuable, ecogenetically safe food.

The article presents the main indicators of the economic condition and aspects of the development of the countries of the Caspian region after the collapse of the USSR. The identified trends in gross national income and population in the Caspian countries, which include Russia, Kazakhstan, Turkmenistan, Azerbaijan, Iran, led to the conclusion that the development of national economies is similar. One of the main reasons for the difficulties was the loss of primary markets for products, all previously established and time-tested production and business ties broke up.

The article considers issues of state audit and corruption in state bodies. Investigated crimes of an economic and corruption nature, crimes against state power, the interests of public service and service in local governments and violations related to bribery. The corruption perception index is investigated, corruption violations inherent in the countries of the Caspian littoral are revealed and measures to combat them are proposed. The conclusion is made that a serious help in improving the anti-corruption legislation is the implementation of monitoring procedures, the directions of which are proposed in the article.

In this case, a state audit can become a way to solve problems. The recommendations given in the article will serve as factors in increasing the level of professionalization of employees of accounting of public institutions; conducting preventive and preventive work of control bodies to prevent errors and violations in the accounting work of the studied institutions.

The coefficients characterizing tax security and indicators reflecting the intellectual security of the region are proposed. The article presents the differentiation of the main consumers of the brand of the Caspian littoral states: residents, existing business, investors, tourists, cultural representatives, politicians. The relevance of the quality of life management of the population of the territories of the Caspian states makes it necessary to analyze the logistics component in the context of the formation of the brand of the Caspian states and the growth of competition for resources. Effective management of the quality of life of the population requires clear criteria for evaluating logistics and good values ​​in international integrated rating assessments. Analysis of the dynamics of the ranking of the Caspian littoral states is carried out by integrated international indices, such as the Human Development Index, the Gender Inequality Index, the Better Life Index, and the Index of Good Countries. Risk factors and development potential factors were identified, proposals were formulated to improve the international rating and brand of the Caspian littoral states.

Improving the efficiency of employees has always been the most important management task facing an effective manager. This fully applies to the faculty (faculty) of universities, which plays a crucial role in shaping the intellectual resources of the country and regions. In the Russian Federation today, one of the tools for reforming the domestic system of labor efficiency management is the collaborative leadership style. Such a style is, first of all, a set of mutually beneficial working conditions for employees and employers (including universities). These conditions should be aimed at introducing absolute transparency in the field of remuneration; the formation of staff loyalty, his involvement and job satisfaction. The article proposes the organization of the management of the effectiveness of the teaching staff of a university using the following mechanisms: planning and forecasting performance indicators and the level of competencies by type of teaching staff; the development of labor efficiency management tools, including leadership style and the payroll system of faculty; providing motivation and stimulation of the teaching staff using moral and material approaches; the formation of a control system in relation to the conformity of labor results and its payment - taking into account the views of teaching staff and consumers of educational services.

FORMATION OF THE TAX COMPONENT OF THE REGIONAL BUDGET

The article is devoted to the assessment of tax revenues of the consolidated budget. The study showed that tax revenues are very important, since their share indicates the financial independence of the regions. The author concludes that the dependence of regional budget revenues on two taxes (personal income tax, income tax) is considered an unfavorable moment. The paper indicates the need to pursue a policy that would allow replenishing the revenue of the consolidated budget of the region. It is noted that the tasks facing the Russian economy at the present stage cannot be solved without further improvement of tax regulation, because many organizations go into the “shadow” economy or cease their activities due to the large list of mandatory tax payments.

The article considers issues of state audit and corruption in state bodies. The level of perception of corruption, as well as the opinions of citizens about which state and public institutions are most susceptible to corruption, are investigated. Elements of the anti-corruption audit methodology are proposed, in particular, a verification program, testing issues. The measures taken in the organization to prevent corruption and the ratio of sanctions for crimes related to corruption are considered. It is concluded that the primary responsibility for the prevention and detection of corruption lies with both those endowed with executive powers and the management of the company.

Management decision - a subtle multifaceted mechanism that exists in the face of uncertainty and, accordingly, risk. To ensure its effectiveness, the decision maker is forced to reduce the degree of information uncertainty and correlate many factors, the degree of accuracy of which determination depends on which side the scale is outweighed. In such conditions, questions arise: “How much to hang in grams?” and “Do I need to hang in grams?” The authors of the article considered a mechanism for improving the accuracy of quantitative risk assessment; this mechanism is correlated with the mechanism of the multiplier effect in the economy; an attempt was also made to identify cases where maximizing the accuracy of quantitative risk assessment becomes appropriate.

The presented article is devoted to the analysis of indicators of interethnic tolerance and deviant behavior of full-time and part-time students from 1 to 5 courses of directions 38.03.04 “State and Municipal Management”, 38.03.02 “Management”, 38.03.03 “Personnel Management” of a separate faculty. Psychologically, the aspects that accompany educational leaps require systematic research and a certain educational program. The effectiveness of the implementation of the educational work plan at any faculty where students from different countries study, it is presumably advisable to evaluate through the measurement of indicators of interethnic tolerance and indicators characterizing their behavior.
