EVALUATION OF CHANGE IN THE ECONOMIC SECURITY OF STATES - PARTICIPANTS OF THE TRANSCHONE-OCEAN PARTNERSHIP

abstract

Ensuring the economic security of the state is carried out in the form of economic patronage by the government and the central bank, economic cooperation and economic confrontation with other countries of the world. The article discusses the prospects for changing the level of economic security of the countries of the Asia-Pacific region - participants of the Trans-Pacific Partnership (TPP). It is concluded that the level of economic security of most states participating in the TPP will increase with the implementation of this global project. The purpose of the article is to conduct a comparative assessment of the changes in the level of economic security of the countries participating in the TPP. The paper considers the indicators of economic security of the countries participating in the TPP: the volume of gross domestic product (GDP); gross grain harvest; share of investments in fixed assets; share of defense spending; share of research and development costs; share of innovative products in the total industrial output; share of engineering and metalworking in industrial production; the proportion of persons with cash incomes below the subsistence level in the entire population; decile coefficient of differentiation of incomes of the population; unemployment rate; monetization level; volumes of external and internal debt; the share of budget expenditures on public debt servicing; central government budget deficit; inflation rate; gold and foreign exchange reserves; the ratio of payments on external debt to the volume of annual exports; the share of food received by import in the total amount of food resources; volumes of realized and unrealized export / import of goods. Using statistical and econometric methods, the prospects for changing the level of economic security in the USA, Japan, South Korea, Australia, New Zealand, Vietnam, and the Philippines are estimated. An approach is proposed for a comparative assessment of changes in the level of economic security of the states participating in the TPP, the WREEP, the BEAP and the SCO member countries. The significance for ensuring the economic security of the state of economic cooperation and economic confrontation in the context of globalization is analyzed. The proposed approach to a comparative assessment of the changes in the level of economic security of the member states of the TPP, WEP, BEAP and the SCO member countries allows us to identify the priorities of economic cooperation and economic confrontation in modern conditions. It is concluded that the level of economic security of the countries participating in the TPP can be represented in the form of factors characterizing the levels of protection of the respective national farms, implemented in the framework of economic patronage, economic cooperation and economic confrontation.

The article discusses current trends and experience of crisis management in the USA and Europe, which interest the authors with sufficient indicativeness, scope and applicability for Russia. The causes of crisis situations, the problems of possible negative steps out of them, as well as types of management are highlighted. The management examples cover the main components and strengths. Conclusions are made about whether the methods of dealing with crisis situations are effective and who is able to survive if they arise.

ENVIRONMENTAL INVESTMENT AS A FACTOR OF IMPROVING THE QUALITY OF LIFE

The article provides an interdisciplinary review of approaches to the definition of the category of “quality of life”. The basic methodological approaches to assessing the quality of life of the population are considered. Based on the analysis of the provisions of the May decree, it was proposed to replace its wording “accelerating the technological development of the Russian Federation, increasing the number of organizations implementing technological innovations to 50 percent of their total” with the following - “accelerating the technological development of the Russian Federation, the share of the sixth technological structure in the structure productive forces, 20 percent. " It is proposed to introduce the environmental component into the human development index. This index will allow an assessment of the objective quality of life of the population of the territories (region). To assess the effectiveness of environmental investments, it is proposed to use the indicator "quality of environmental investments", as well as introduce the concepts of "nooinvestment" and "nooecoinvestment".

The description of the concept of mutual perception of persons occupying positions in the hierarchical organizational structure engaged in operational activities is given. As a new tool, a dynamic matrix of mutual perceptions is proposed. Regarding personnel decisions made in the hierarchy, a classification of repeated managerial situations (situations - “stamps”) and repeated personnel decisions (decision templates) is given. Practical recommendations on the adoption of personnel decisions and operational work in government agencies and large private companies are formulated. The recommendations are an organizational and economic mechanism for introducing into management practices the methods and tools proposed in the article.

A solution is proposed in the form of a single digital platform for overcoming infrastructure and information challenges. Among the goals of such a platform are indicated: the simplicity of organizing small enterprises; digital support for administrative tasks, inspections, licensing, etc .; private sector growth and enterprise development.

A methodological approach to assessing the competitiveness of enterprises in the business services sector is proposed by the example of IT companies. The adaptability of the enterprise is analyzed on the example of 20 Russian IT-companies. A graphical interpretation of the assessment is given, the position of each company in the competitive field is revealed, a map of strategic groups is compiled for the quantitative assessment of the competitive position of enterprises.

TO THE QUESTION OF MIGRATION PROCESSES IN RUSSIA

The article describes the migration processes that swept the European countries and Russia, becoming global in the late XX and early XXI centuries. They require constant, in-depth, comprehensive study, regardless of the availability of individual scientific papers, since the processes occurring on the world political platform, in the global economy, the asymmetry of population observed on the planet, processes in the information and technological field - constantly changing - determine the need to develop international a concept capable of regulating interstate problems arising in this part. The study of their premises and causes of their occurrence, both internationally and in Russia, play an important applied value. Their analysis in the economy of modern Russia against the background of the demographic crisis is becoming of paramount importance. The analysis of the migration situation is based on the use of historical references, scientific works of Soviet and foreign scientists in the field of migration, strategic data using a systematic and analytical approach. The concept of “demography”, “population explosion”, and “migration processes” is formulated in the article based on the dynamics of historical and current processes. The problematic issues of the stay of foreign workers, the necessary criteria for managing the process from the position of a systematic approach are identified. Separate proposals are outlined for improving management processes and increasing the efficiency of using foreign labor resources.

RANKING OF INDUSTRIAL REGIONS OF THE VOLGA FEDERAL DISTRICT BY ECONOMIC POTENTIAL IN THE PROCESS OF NEW INDUSTRIALIZATION

The article considers the issue of assessing the economic potential of industrial regions of the Volga Federal District in the transition to a new industrial economy. Industrial regions occupy a leading position in the transitional phase, and their task is to form a qualitatively new production space and new consumer markets. The purpose of the study was to evaluate and rank the economic potential of industrial regions of the Volga Federal District. The article proposes the author’s methodology for assessing and ranking the economic potential of industrial regions, based on an integrated approach. According to the criterion “Share of gross value added of industries in the gross regional product”, 7 out of 14 regions of the Volga Federal District were selected. Based on the assessment, a rating of the regions was compiled according to 5 main blocks and an integral indicator summarizing the economic potential of the regions in the context of the transition to a new industrial economy. Based on the data obtained, conclusions are drawn about the most promising industrial regions of the Volga region.

PROSPECTS FOR DIGITAL TECHNOLOGY APPLICATION IN RISK MANAGEMENT SYSTEMS

In today's dynamically changing world, characterized by a significant number of opportunities and risks, the emergence of new options for transforming business processes and constant transformations of state regulation mechanisms, the main task of developing organization management systems should be to increase the flexibility of the solutions they develop while taking into account and constantly monitoring all new forms and types risks in general and ownership risks in particular. Despite the constantly growing volumes of investments of owners (owners) in risk management tools, the processes of risk management and maintaining compliance with the entire regulatory system in modern conditions generally do not take into account the rate of change in the external environment and remain immune to processes occurring in other management subsystems organization, and the risk data accumulated within them are fragmented. According to the author, increasing the effectiveness of risk management systems can be achieved by introducing digital mechanisms and risk management tools into their structure. This article presents the author’s vision of how the process of implementing digital technologies in an organization’s risk management system can be implemented.
