abstract
This article presents the characteristics and dynamics of the development of the sphere of waste processing in the USA (1960–2015) as a result of the creation of conditions, active regulation and financial incentives from the state. The article considers the formation and development of the market infrastructure, changing its structure and improving the technologies for the disposal and recycling of solid waste in the course of improving legislation and creating institutional conditions for its application. As a result, the United States reduced the rate of generation of garbage waste per person and the number of landfills, increased the efficiency of processing and use of secondary products, made the transition from small waste collection centers to large regional MSW processing facilities, and alternative methods of waste management are used. Not a single decade has seen a steady increase in revenue for the industry, which is an oligopoly involving state-owned companies.

ASSESSMENT OF RESOURCE POTENTIAL FOR THE DEVELOPMENT OF ECOLOGICAL TOURISM IN THE VLADIMIR REGION

abstract
The purpose of the work is to assess the recreational resources of the Vladimir region for the development of various types of ecological tourism. Among the most promising areas for the formation of constant flows of environmental tourists were identified Gus-Khrustalny, Sudogodsky, Suzdal and Vyaznikovsky districts. The specificity of the ecological tourism product of the region generated on the basis of these areas was determined. The results of the study can be used to develop ecological tours of various kinds.

abstract
The geopolitical component of the policy of the People’s Republic of China in the “strategic triangle” of Russia-China-USA occupies an important place in the realization of Chinese aspirations to occupy a leading position in various regions of the world. Purpose: to assess the influence of the geopolitical component of the policies of the People’s Republic of China in the “strategic triangle” of Russia-China-USA on the implementation of current Chinese policies in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America. The paper considers the assessment of the influence of the geopolitical component of the policy of the People’s Republic of China in the “strategic triangle” of Russia-China-USA. An approach to a comparative assessment of the influence of the geopolitical component of the policy of the People’s Republic of China in the “strategic triangle” of Russia-China-USA is proposed. The proposed approach to a comparative assessment of the influence of the geopolitical component of the policy of the People’s Republic of China in the “strategic triangle” of Russia-China-USA allows us to identify the priorities of Russian policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America. A comparative assessment of the influence of the geopolitical component of the policy of the People’s Republic of China in the “strategic triangle” of Russia-China-USA can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the geopolitical component of China’s policy occupies a dominant position in the implementation of current Chinese policies in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America.

The article analyzes the possibility of changing the monetary policy of Russia, taking into account the expansion of the eastern vector in Russian foreign trade during the transformation of the world economy. The possibility of using national currencies in settlements in the implementation of various forms of foreign economic cooperation between Russia and China is being considered. The necessity of improving the structure of Russian-Chinese trade as a condition for settlements in national currencies is substantiated. The necessity of creating a development bank for the SCO countries is emphasized.

The article is devoted to the study of the historical aspects of the formation and development of the concept of lean manufacturing. The relevance is due to the fact that a detailed study of the historical aspects of the development of the concept of lean manufacturing will help to determine the effective ways of introducing the Lean concept in those areas of economic activity where lean manufacturing has not yet been applied or is being applied fragmentarily.

The article conducted a comprehensive study of existing methods for assessing market capacity in terms of their applicability to the innovation market. The specifics of the functioning of the innovation market, which defines a special approach to the formation of tools for its analysis, is considered. The presented classification of methods for assessing market capacity reflects the features of their application and limitations. A comparative analysis of methods for assessing market capacity is carried out, the most appropriate methods for application are identified. The analysis of the applicability of the methods to assess the market capacity of improving and radical innovations, the market of ideas. As a result of the study, the need for expanding the tools for assessing the capacity of the market of radical innovations, the market of ideas was established.

In the conditions when one of the basic problems of the regions of Russia is a significant increase in their debt, the development and implementation of substantive programs to ensure the sustainable development of the socio-economic sphere of the constituent entities of the Russian Federation as an important factor in the growth of the Russian economy is of particular relevance. It is proposed as the main factor stimulating economic growth and social development in the regions to consider reducing the debt burden on the expenditure side of the budgets of the constituent entities of the Russian Federation. The signs on the basis of which the classification of Russian regions should be carried out with a view to their inclusion in the programs proposed for the implementation of improving the economic situation and supporting the regional investment model of economic growth in Russia are identified. The conceptual framework and mechanism for the implementation of the Program for improving the economic situation in the regions of Russia and the Program for supporting the regional investment model of economic growth of the national economy have been developed.

ECONOMIC AND MATHEMATICAL MODEL OF FINANCING LABOR PENSIONS BY OLD

abstract
In the work, an economic and mathematical model for financing an old-age retirement pension is built and on its basis a simulation is performed showing the accumulation of funds for the provision of pensions to groups of citizens with different monetary incomes. A fundamentally new technology is proposed for the formation of the insurance and funded parts of an old-age labor pension in Russia. The advantages of the proposed new technology in comparison with the current procedure for the formation of a retirement pension are clearly shown and illustrated by calculations. The economic effect of the introduction of personalized pension accounts is calculated, which will be: in five years (by 2024) 11,7 trillion. rub.; by 2038 - 58 trillion. rub. (3,6 times the budget of 2018).
