INFLUENCE OF EURASIAN INTEGRATION ON THE INSTITUTIONAL STRUCTURE OF THE RUSSIAN ECONOMY

abstract

This paper provides a brief overview of the application of the institutional approach to the study of the laws of socio-economic development of states. An author's definition of the term “institutions” and a methodology for analyzing the institutional structure of the economy are proposed, which includes five components (research blocks). Based on an analysis of about 400 federal laws, decrees and orders of the Government of the Russian Federation, decisions and orders of the Supreme Eurasian Economic Council, the Eurasian Intergovernmental Council, the Council and the Board of the Eurasian Economic Commission (EEC), the impact of the creation of the Eurasian Economic Union (EAEU) on the work of legislative bodies and the regulatory framework of the Russian Federation, to the federal executive bodies responsible for financial, economic and social issues. Particular attention is paid to the specifics of interaction between ministries and departments with the EEC within the EAEU in comparison with the experience of the European Union. Measures are proposed to adjust the organization of activities of the EEC working bodies to accelerate the decision-making process within the EAEU.

The article discusses the practice of implementing some economic management methods at the state level, as well as the most acute problems that interfere with the effective impact on social processes. The investment, tax and budget policies in the Russian Federation are analyzed. The analysis made it possible to structure economic methods in a single table and give them a characteristic. Conclusions are drawn on further actions aimed at improving the quality of economic policy.

Ensuring the economic security of the state is carried out in the form of economic patronage on the part of the Government and the Central Bank, economic cooperation and economic confrontation with other countries of the world. The article discusses the prospects for changing the level of economic security in South Korea and the countries of the Asia-Pacific region - participants of the Trans-Pacific Partnership (TPP) and the Comprehensive Regional Economic Partnership (WEP). It is concluded that the level of economic security in South Korea will increase accordingly with the implementation of the relevant agreements.

In order to conduct a comprehensive analysis of the collection of taxes and fees, the authors investigated the trends and specifics of tax revenues and fees to the consolidated budget of the Russian Federation for the period 2015-2017 and based on the analysis, it is proved that there is a stable dynamics of their growth in revenue from tax revenues, as well as the total total budget revenue. In modern economic conditions, when tax policy issues are updated, such an aspect as the mobilization of tax revenues in the consolidated budget of the Russian Federation acquires special significance.

ACCOUNTING REPORTING AS THE BASIS FOR IDENTIFYING FINANCIAL INSOLVENCY OF ENTERPRISES

The financial statements of organizations are the primary source of information for market participants, whether external or internal users, it reflects the main results of the current activities of the enterprise. An important factor is that the indicators used to assess the solvency and financial stability of the enterprise are calculated on the basis of the financial statements of the organization, therefore, the level of calculated analytical indicators depends on the quality of their reflection in it. The theoretical and methodological basis of the study is the dialectical method, which provides the study of phenomena and processes in their development and interconnection, which allows to determine the essence of the object of study taking into account the integrity of the system and the relationship of elements, internal and external contradictions. Depending on the tasks set, the study uses methods of observation, economic, comparative, system analysis, statistical and mathematical tools. The theoretical basis of the study was the scientific works of leading domestic and foreign scientists on accounting and analysis, sources of periodicals.

STABILITY OF ENTERPRISES BEFORE EXTERNAL FACTORS

Economic sustainability of the enterprise is becoming one of the determining factors of its functioning in modern conditions. In this regard, the role and importance of analysis and the search for factors to increase economic sustainability both for the enterprise itself and for its counterparties significantly increase. The economic instability of enterprises has a negative impact on the state of the economy, entails defaults and a slowdown in business activity in general. Therefore, it is necessary to prevent the precarious situation of enterprises as early as possible. This is possible due to the timely identification of factors affecting the level of economic stability, as well as the timely analysis and adoption of specific measures to restore the economic stability of enterprises. Economic sustainability acts as the basis for a stable position of the enterprise and the key to its survival. The problems of economic sustainability of enterprises are caused by the fact that operational measures, usually carried out under changing conditions, allow for a short time to keep the state of the enterprise stable, but do not change the situation radically. This means that they are associated, on the one hand, with an insufficient vision of the development prospects of the enterprise, and on the other, with the narrowness of the approach used to diagnose the existing situation and predict changes in external factors.

The article highlights modern scientific approaches and methods of managing enterprises and organizations. The external and internal factors determining the state of the competitive environment are considered. The systematization of the features of enterprise management in modern conditions is given. The industrial enterprise, its key competitive advantages, strengths and weaknesses are considered. Based on the analysis of the internal and external environment, a polygon of competitiveness was compiled, providing a comprehensive assessment of the state of society. To analyze the external environment, we used SWOT analysis, PEST analysis and benchmarking. The state of an industrial enterprise is analyzed in comparison with key competitors.
