The article discusses the trends and prospects for the development of fulfillment as an outsourcing of warehouse activities for electronic commerce. The article considers the problems of planning socio-economic programs at the local level in the Kyrgyz Republic, substantiates the conclusion about the need to study and further improve the methodology and methodology of program development through the prism of institutional design. An approach to planning programs of socio-economic development at the local level is proposed, which is based on a combination of the bottom-up principle, which takes into account the interests of local communities at a higher level, and the top-down principle, when higher state bodies ensure the implementation of state programs at the regional level and local government level. It is proposed to develop a joint action plan based on the results of a joint study of the needs of the local community.

The article is devoted to the study of changes in the structure of commodity resources of Russian retail during the implementation of the state policy of import substitution in the face of external economic pressure. Based on the assessment of structural shifts in the retail trade goods resources of the Russian Federation resulting from the import substitution policy, the agricultural sectors were identified that used the favorable conditions of the embargo to realize their own potential in the food market, and the limiting factors of the formation of the consumer food market were identified. Considering the interdependence of the processes of functioning of the food market and the development of agricultural sectors for the successful implementation of the “Trade Development Strategy in the Russian Federation for 2015-2016 and the period until 2020" and the development of effective and timely solutions, limiting and favorable development factors and areas of support for Russian producers have been identified .

The development of tourism as an industry cannot be constantly stable, since under the influence of the level and real content of incomes of the population, the value of the currency, the demand for services of the tourist and recreational complex changes and there is a reorientation to external or internal tourism. With inflation and an unstable national currency, the tourism market is becoming vulnerable. The article analyzes the state and dynamics of nominal and real incomes of Russians, the ruble exchange rate, the tourist and recreational complex of Russia. The main problems of import substitution in the Russian tourism market, which are caused by both external and internal factors, are identified. The main directions of further development of the domestic tourism business are proposed.

The floral market is characterized by a specific structure and development dynamics, it has its own characteristics. This is a pronounced seasonality and geographical structure. The article analyzes the state of the domestic market of floristic products over a five-year period, including the market of cut flowers, its structure. An analysis of the supply of floral products from abroad, the volume of domestic production. The main problems of import substitution in the Russian floristic market are identified, which are associated not only with the development of the greenhouse economy, but also with the lack of a close connection between scientific research and the production of flower crops. The main directions of further development of floriculture and the domestic floristic market are proposed.

The problem of the quality of sausages takes place, since this type of product does not always meet the needs of the population. Modern trends in sausage quality control is the development of innovative methods for the study of product quality indicators. The article is devoted to the capabilities of the descriptor-profile method of tasting analysis in the evaluation of food products taking into account consumer preferences. The possibilities of visualization of taste and aroma profiles are reflected when comparing the organoleptic characteristics of food products with the identification of their strengths and weaknesses. The analysis of consumer preferences is presented, as well as the results of sensory assessment of the quality of the studied samples.

The features of escrow accounts as a new introduced element of the mortgage lending system are described. In this aspect, the positive and negative consequences of introducing an escrow scheme into practice for all participants in the housing and mortgage system: construction organizations, home buyers and commercial banks are considered. The main risks and problems that the equity participation system in housing construction will face after the enactment of the adopted amendments to the legislation from July 1, 2019 are described.

The article discusses the theoretical approaches of Russian and foreign scientists to the definition of investment. This aspect addresses issues related to the problem of uncertainty; options for clarifying definitions are proposed using the example of the term “investment”; the question of the nature of investments in fixed assets has been studied, which allows us to consider them as a complex category based on the fundamental categories of economic science. An approach to determining the financial component of the investment process is proposed, which allows to clarify the concept of a regional investment process. A system of estimated absolute indicators of investment in fixed assets was also identified.
