abstract
The article considers the influence of public debt on the policy of the country and the region, presents the dynamics of the internal and external public debt of the Russian Federation in the form of tables and graphs, analyzes the data. In addition to this, we also examined the structure of the public debt of North Ossetia, the reasons for its occurrence, and suggested ways that can overcome this problem. The subject of our study is the composition, structure, causes of the state debt of the region and the country as a whole. For a full and comprehensive study of this topic, we used the following methods: collecting and analyzing information, data on the Russian Federation and North Ossetia-Alania, providing these data in graphical form. Scientific novelty consists in proposing new ways to overcome the problem of both the internal and external debt of the Russian Federation.

The article analyzes the modern measures of state regulation of the digital economy, the main conclusion of which is the lack of an integrated approach and the relationship of government programs for the development of the digital economy in Russia. Three key directions for the further development of economic policy are presented with the aim of increasing the competitiveness of domestic companies and accelerating the unlocking of the potential of the Fourth Industrial Revolution: economic incentives for business, training personnel with skills appropriate to the digital economy, and supporting the domestic economy by reducing inequalities in access to modern technologies.

abstract
The article explores the possibilities of diversification of agricultural production through the development of pond aquaculture, which will allow agricultural producers to create new production chains with high added value, not exposed to the many weather and market risks inherent in agriculture, especially in the south of Russia. Such a promising and competitive direction of freshwater aquaculture as pond breeding of marketable crayfish is considered, a feasibility study for the creation of an aquaculture farm, which is affordable for small agricultural enterprises and personal subsidiary plots, is developed.

abstract
The article describes the place and role of specialized drawing rights (SDRs) in the current international monetary system. Earlier, abandoning the gold standard and adopting special drawing rights, the International Monetary Fund implied that this new type of money would be in demand in the payment and settlement system, rather than fixing the countries' share in the SDR basket. However, the difficulties of the functioning of the currency system at various stages of the introduction of the new instrument did not allow developing this concept. There are specific shortcomings in the given currency that prevent it from becoming a full-fledged participant in international payments and loans.

Based on the correlation analysis, the article defines the main growth driver for the ordinary shares of MMC Norilsk Nickel. It is established that palladium prices are such a driver. A study of the global palladium market was carried out, its prospects in the medium term were determined. The fair value of the company's shares was estimated and their investment attractiveness was confirmed.

abstract
In modern economic conditions, when tax policy issues are updated, such an aspect as the mobilization of tax revenues in the consolidated budget of the Russian Federation acquires special significance. In order to conduct a comprehensive analysis of the collection of taxes and fees, the authors investigated the trends and specifics of tax revenues and fees to the consolidated budget of the Russian Federation for the period 2015-2017 and based on the analysis, it is proved that there is a stable dynamics of their growth in revenue from tax revenues, as well as the total total budget revenue.

abstract
The article considers the problem of developing an effective methodological apparatus, which allows to quickly and reliably assess the quality of regional and municipal finance management in general and the quality of the formed management system for the formation and use of regional budget funds, in particular. The authors pay special attention to the scientific substantiation of the methodology for assessing the quality of the management system for the formation and execution of the budgets of the constituent entities of the Russian Federation as an integral element of the reliable functioning of the mechanism of effective and responsible management of regional and municipal finances. As a result, the authors proposed a system of private indicators for assessing the quality of managing the regional budget at the stages of forecasting and planning, ensuring financing of expenditures and spending of budget funds, in the process of organizing their accounting and reporting, as well as monitoring, analyzing and ensuring openness for the general public and budget execution. Developed aggregates that characterize collectively as the budget control subjects of the Russian Federation in certain areas. Based on the values of aggregated indicators, an approach to the formation of the final estimated indicator and the construction of a rating and classification of regions according to the level of quality management of their budgets is proposed.

The geopolitical component of the policy of the United States of America in the "strategic triangle" Russia-China-USA occupies an important place in the realization of American aspirations to maintain a leading position in various regions of the world. Goals / objectives: to assess the influence of the geopolitical component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA on the implementation of current American policy in Central Asia, Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America. Methodology: the paper considers the impact of the geopolitical component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA. Results: an approach is proposed to a comparative assessment of the influence of the geopolitical component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA. The proposed approach to a comparative assessment of the influence of the geopolitical component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA allows us to identify the priorities of Russian policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America. A comparative assessment of the influence of the geopolitical component of the policy of the United States of America in the “strategic triangle” of Russia-China-USA can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the geopolitical component of US policy dominates the implementation of current American policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East, Africa and Latin America.
